A single financial and property block was formed in the Kazan Executive Committee

(KZN.RU, June 10, Zilya Gayfi). Changes were made to the structure of the Kazan Executive Committee: the financial and property block under a single leadership was formed, which included the Committee for Land and Property Relations, the Financial Department, the Department of Architecture and Urban Development, and the Office of Outdoor Advertising. The head of the block is Radik Shafigullin, who became the deputy head of the Executive Committee. Ilsur Metshin, the Mayor of Kazan, told this today during the staff meeting in the City Hall.

As the head of the city noted, the decision to create a single financial and property block was made to optimize work with the population and business. The Kazan Executive Committee renders 61 municipal services to legal entities and individuals. However, this work is far from perfect, according to the Mayor of Kazan. It is evidenced by complaints and wishes from residents to the Executive Committee.

“We have come a long way in the work with the population, legal entities, and individuals. Electronic document management is introduced, and the regulations of the structural units are written. It is clear that permission to build a building cannot be written within an hour. However, a resident or businessman do not always understand why, for example, the formation of a land plot begins in the Office of Architecture and Urban Development and ends in the Committee of Land and Property Relations. For residents, all this is one municipal authority. Each of the units tries and works in a strictly limited time. But sometimes we force the applicant to go through seven circles of hell in our offices”, Ilsur Metshin explained the reason for creating a new subdivision.

Work with residents in the new financial and property block will be built on the principle of a “single window”. According to Mayor of Kazan, such a decision was born in the dialogue with the business. “We would like to follow the path of creating a multifunctional center. All these four units will be merged. We decided that the principle of a “single window” would be the same as in the registration chamber. So that a person would come, give the documents and later just track the passage of his document through electronic document management and not contact the officials of any department as much as possible”, said Ilsur Metshin.

Radik Shafigullin, who leaves the post of the head of the Financial Department, will lead the work of the block in the rank of the deputy head of the Executive Committee. “Radik Shafigullin has been working in the municipality in leadership positions for more than 12 years. First in the structure of the Executive Committee, then he supervised the Kirovsky and Moskovsky districts’ administration more than 5 years, he worked as the head of the Financial Department for almost 3 years. He has everything to solve the tasks: experience, education, decency, and most importantly, desire. We wish you success and expect from you not just visible but cardinal changes”, said the Mayor.
