April 6). Rustam Minnikhanov, the head of the republic, held the IV extended
meeting of the Council for Entrepreneurship under the President of Tatarstan on
the site of the GTRK “Korston”. Alexei Pesoshin, the acting Prime Minister of
the RT, Asgat Safarov, the head of the Office of the President of the RT, Ilsur
Metshin, the Mayor of Kazan, Timur Nagumanov, an authorized representative of
the President of the RT for the protection of entrepreneurs' rights,
representatives of government bodies, heads of municipalities, and about 400
entrepreneurs took part in the event.
In a
welcoming speech, Rustam Minnikhanov noted the effectiveness of the Council on
Entrepreneurship in addressing the pressing problems of the business sector.
Today, 1000 entrepreneurs and about 250 representatives of power structures are
involved in 50 project groups. Each year, about 300 meetings are held. “Many of
the issues, raised at these meetings, are very complex and sometimes require a
decision at the federal level. Today, the State Duma deputies are present here,
who will also lobby for some topics. We are discussing today mainly systemic
problems, related to each region”, he said. The President of the RT suggested
entrepreneurs compiling a business rating of municipalities and telling what
conditions for the development of business are created in certain regions and
cities.
The first
project group raised the actual problem for store owners in sparsely populated
areas: the definition of preferential categories of business when introducing
online cash registers. Since July 1 of this year, the use of new cash registers
in the sphere of trade, catering, travel agencies and others will become
mandatory in Russia. Information on the sale of goods will be received by the
tax service through the Internet. According to entrepreneurs from small
villages, minor turnover does not allow them to incur additional costs for
installing new equipment and subsequent service, and this may lead to mass
closure of stores in small settlements. The federal law promotes the regions
and reserves the right to determine the settlements, in which entrepreneurs
will be exempted from switching to online cash registers or will receive
certain allowances.
After
listening to the speakers, Rustam Minnikhanov proposed postponing the
introduction of online cash registers for 3 years in villages of up to 1,000
people, and to cancel this requirement at all in those where the number of
residents does not exceed 500 people. “I do not think that we will bear any big
losses. Moreover, rural residents are already in unequal conditions with
citizens to provide trade services. Therefore, there is no need to aggravate
the situation”, believes the President of the RT.
Republican
farmers appealed to Rustam Minnikhanov with a request to ensure equal access of
producers of agricultural products to participation in fairs. Alla Petrova, the
director of the OOO “PSK Salman”, says that PFE representatives are being
squeezed out by ordinary resellers who are not always ready to guarantee the
quality of their products. Also, a shortage of fairgrounds was noted, because
of which rural entrepreneurs often have to take places at night.
Rustam
Minnikhanov marked that initially the sites were created for Tatarstan farmers,
so unscrupulous sellers should not be there. “First, we need to increase the
number of trading sites. It is necessary to connect Ministry of Construction of
the RT and the city administration. Secondly, we must get rid of all resellers.
There should be real producers behind the counter and not those who have access
to some official person”, the President of the RT stated and instructed to
develop and approve a clear schedule for selecting participants in agricultural
fairs before the beginning of the summer season.
Andrei
Saveliev, the president of the Guild of Realtors of the RT, raised the issue of
legalizing the redevelopment of non-residential premises. Today there is no
clear regulation of this issue at the federal level. To legitimize the
redevelopment, republican entrepreneurs address to the Rosreestr of Tatarstan.
They receive a refusal of the department, which does not trust the conclusions
of the specialized organizations, in 95% of cases. Businessmen are forced to go
to court and to demand decisions by an agreement. “We need to develop an
understandable, transparent and, most importantly, short-term procedure so that
business can re-arrange its premises and continue operations as soon as
possible”, concluded A. Saveliev.
Sergei
Krainov, the head of the State Inspectorate of the RT, said that the bill,
according to which permission to re-design non-residential premises can be
obtained from local government, has already been submitted to the State Duma of
the Russian Federation. “The main thing is that the redevelopment does not
carry a security threat. It is impossible to violate design constructive
decisions, but I see no obstacles to making other changes”, said Rustam
Minnikhanov.
The next
project team proposed to reduce the excessive safety requirements for transport,
which is used for passenger transportation and transportation of dangerous
goods. According to the new amendments to the law, carriers need to go through
4 stages of coordination, each of which lasts from 2 to 6 months. In addition,
it is required to re-equip a vehicle, and this can cost almost 150 thousand
rubles. Rustam Minnikhanov took the matter to the note and promised to help
entrepreneurs: “When the bus leaves the conveyor, it is already certified. What
other improvements can there be? This is interference in the design features of
transport”.
The next
speaker noted that by the decision of the President of the RT, TPSED residents
in Naberezhnye Chelny can receive land without an auction. But for this,
investors are forced to undergo two identical approval procedures in various
instances and spend a lot of time on these processes. The participants of the
project team asked to simplify the procedure of entry, exclude duplication of
processes and shorten the term of approvals and decision-making. Rustam
Minnikhanov instructed to remove all bureaucratic barriers and to issue the
plots immediately, when the company will receive the status of the TPSED
resident.

other issues were voiced during the meeting, including putting in order existing
water wells and developing conditions and regulations for the entry of small
