18). The XXXI plenary session of the Congress of Local and Regional Authorities
of Europe (CLRAE) is held from 19 to 21 October in Strasbourg (France).
Ilsur Metshin, the Mayor of Kazan, participate in the congress.
I. Metshin was
approved in the delegation of the Russian Federation to participate in the
Congress by the President's decree №217-rp of July 21, 2016. In addition, the
head of the capital of Tatarstan is part of the Chamber of Local Authorities of
Europe, as well as of the political group “Independent and Liberal Democrats”.
The election of
the new chairman of the advisory organ, of chairmen and deputies of CLRAE
chambers and committees will be held during the next session of Congress.
Questions,
relating to the prevention of corruption and promotion of ethical standards at
local and regional levels, will be discussed during the plenary session. In
addition, participants will discuss the problem of abuse of administrative
resources during the election campaign and the role of local and regional
elected representatives.
The CLRAE is a
consultative body, which is composed of the Chamber of Regions and Chamber of
Local Authorities and comprises 324 elected representatives of local and
regional authorities and the same number of deputies of the Council of Europe
member states.
The CLRAE, as one
of the most authoritative and representative of international intergovernmental
organizations of the European continent, provides the intergovernmental
dialogue on a wide range of issues, which main goal is the development of local
democracy, the strengthening of cross-border and inter-regional cooperation in
Europe.

The Council of
Europe is the continent's oldest international political organization,
established on May 5, 1949. 47 states are members of the Council of Europe. The
Russian Federation became a member state of the Council of Europe on 28
February, 1996.
The Committee of
Ministers, the Parliamentary Assembly, the Congress of Local and Regional
Authorities of the Council of Europe and the European Court of Human Rights are
included in the structure of the principal organs of the Council of Europe.
According to the
Charter, the aim of the Council of Europe is to achieve a greater unity between
its members for the purpose of safeguarding and realizing the ideals and
principles, which are their common heritage, and facilitating their economic
and social progress.
