September). Ilsur Metshin, the Mayor of Kazan, met yesterday with Lee Kuan Yew,
the secretary of the World City Prize, and Mr. Larry Ng Lye Hock, the managing
director of the World Summit of cities. The meeting took place in the Executive
Committee of the Republic of Tatarstan capital.
Mr. Larry
Ng Lye Hock is the group director of the “Architecture and Urban Design
Excellence” (AUDE) and management of Urban Redevelopment Authority (URA)
(Singapore). Having an excellent education in the field of urban planning, Mr.
Larry Ng Lye Hock was involved during his career in the basic planning of new
cities, in their design, managed various types of projects, including those
aimed at high growth rates of the construction of public housing, commercial,
industrial, institutional projects, has been the main developer of the Master
of Urban Planning (MUP) and the Hawker Upgrading Program (HUP). Mr. Larry Ng
Lye Hock brought many innovative design solutions for more than 20 years of
experience as the architect, which raised the standard of public housing in
Singapore.

Ng Lye Hock is also the Minister for National Development of Singapore as
chairman of the Board of Architects of Singapore, the Secretary of the World
Award of Lee Kuan Yew and the Managing Director of the World Cities Summit.
The World
City Prize of Lee Kuan Yew of Singapore established by the Agency of Strategic
Planning and the Center for the creation of comfortable conditions for the life
of Singapore in 2010. Every two years an international award (a gold medal, a
certificate and 300 thousand Singapore dollars) is awarded to cities and their
leaders for their achievements in the management and implementation of
innovations in order to improve municipal services. New York got this award in
2012, and the Chinese city Suzhou won the prestigious Lee Kuan Yew in 2014.
The Kazan
Executive Committee has submitted an application for participation in the World
City Prize of Lee Kuan Yew in March 2015. After successfully passing the first
stage of the competition in May 2015, documents for the second, final stage
have been filed, which consisted of a detailed description of the economic and
social development of Kazan in the last 10 years. The organizing committee was
impressed by the unique development of the capital of Tatarstan in the field of
medicine and sport, as well as by actions to improve the lives of citizens over
10 years. However, the jury chose the city Medellin (Colombia) as the winner of
the prize. Special awards were given to cities Auckland (New Zealand), Sydney (Australia),
Toronto (Canada) and Vienna (Austria). The Organizing Committee invited Kazan
to participate in the 2018 awards.
