4,435 applicants have been audited by the Kazan Executive Committee in recent years.
(KZN.RU, June 8, by Ekaterina Andreeva). Kazan experience in personnel policy was praised today by officers of the Personnel Department of the President of the Russian Federation. This topic was discussed at the Kazan Executive Committee.
As the Mayor of Kazan Ilsur Metshin noted, when shaping its personnel policy the Executive Committee was guided by world experience. "We did not reinvent the wheel but rather analyzed the experience of international companies. In 2007, a Personnel Policy Office was established within the structure of the Executive Committee. We have been conducting a professional human resources audit ever since,” said Ilsur Metshin.
During this time, 4,435 applicants were audited, of whom only 19 percent were employed. The main problems that municipal authorities have to deal with in shaping personnel policy (and Kazan is no exception), are red tape, beauraucratic delay and, admittedly, corruption, Ilsur Metshin noted.
Ilsur Metshin also briefed the guests on the optimization of staffing pursued by the Kazan Executive Committee. Thus, whereas in 2005, the Committee and its subdivisions employed 2,429 people, the current number is 1,693. The downsizing was by about 30 percent. Besides, many procedures in the Executive Committee have been automated, and hard copies have replaced by electronic documents.
According to the Mayor of Kazan, much attention is also given to top administrators’ education and training. "We have two Skolkovo graduates – the Counsellor and the Head of District Administration. We conduct workshops, seminars, internships and training at the Higher School of Economics. Seventeen administrators have improved their skills in this way. Among them are top managers, deputy heads of the Executive Committee and district heads,” said Ilsur Metshin. “Some of them are pursuing MBA.”
The city head told the guests about the support given to capable and creative students. Specifically, he mentioned grants for students of Kazan State University and Civil Engineering.
