Headquarters to reduce administrative barriers will be established in Kazan

In order to make the activities of all departments, working with businesses in the city, more efficient it was offered to create a headquarters for the reduction of administrative barriers for the protection of rights and legitimate interests of entrepreneurs. This initiative was made today at the last meeting of the VIII session of the Kazan City Duma by deputy head of the Executive Committee on City Economic Development Ivan Kuznetsov.

"Time demands that all the structures that affect the business climate in the city were imbued with the ideology of business support and development” - he said.

Staff for reduction of administrative barriers and the protection of the rights and legitimate interests of entrepreneurs, which will include representatives of all relevant departments, according to him, would be that the competent authority, which will be able to handle businessmen dissatisfied with the work of any structure of the Executive Committee. The main task of the new body will be to consider each situation quickly and impartially, finding individual solutions that do not contradict the current legislation. On the basis of appeals of entrepreneurs bottlenecks and systemic problems in the work of the Executive Committee will be identified, actions of the different structures will be coordinated. "Running in a circle for a businessman must be excluded. The Executive Committee has to turn from the restaurant, where it is difficult to wait for the ordered food, into a kind of fast food, where a businessman came, saw, conquered", - I.Kuznetsov stressed.

"We must ensure that the system is functioning normally. The idea is interesting. We will work with this question, I am waiting for specific proposals in the very near future", - I. Metshin said.

The general director of "KamaStroyInvest" Delyus Sirazetdinov and head of the regional branch of the "Support of Russia" in Tatarstan Azat Gazizov also shared their thoughts on the establishment of headquarters. In their view, such a headquarters could be an effective tool for businesses, but only if the organization will work permanently. "If there will be no direct involvement of workers of the Executive Committee, the desire to bring each situation to the end will not work", - A.Gazizov said.

Different cities of Russia are now looking for solving the problem of administrative barriers, according to the Minister of Economy Artem Zdunov. Automation of services is one of the most common variants. Tatarstan is not far behind - in the words of A.Zdunov, pilot project for the organization of multipurpose centers focused on the provision of public, municipal and other services to SMEs will begin to be developed this year in the republic. This kind of service is expected to begin to be provided in September.

I.Kuznetsov also said that the conditions of concessional lending programs of the city attracted interest from the entrepreneurs: the bank-operator received more than 150 applications in April, there were the first issuances of loans to entrepreneurs.

Property support program, launched in Kazan this year, appeared to be in demand. Recall preferential terms of lease of municipal property are provided to entrepreneurs. "Today 8 auctions for the right to conclude a lease agreement were held, 40 premises were put up for sale, of which nearly half have been sold, in 10 of them repair work have begun," - I.Kuznetsov said.

In addition, federal and regional SME support programs are implemented in the city each year. So, in 2015 86 entrepreneurs received subsidies totaling 178 million rubles at the expense of federal and republican business support programs implemented by the Ministry of Economy of the RT in Kazan.

Minister of Economy of RT Artem Zdunov noted that business development has particular importance at the republican level. Kazan share of the total turnover of SMEs is 55% in the republic. "The republic has confirmed its leadership in the National rating of investment attractiveness of the regions, it is not an easy task", - A.Zdunov said.

He stressed that participation in the federal and national SME support programs helps novice businessmen mainly and spoke about a new form of support, which in a few years will become the most important for entrepreneurs. "We can provide access to the procurement of large corporations, managed by the customer's with own state order. We give concrete opportunities to entrepreneurs to enter the products' markets” - A.Zdunov said.

The Mayor thanked the Ministry of Economy of the Republic of Tatarstan, the Government of Tatarstan and the President Rustam Minnikhanov in particular for the projects and grants that operate in the republic and contribute to the development of business. "We should consider supporting of entrepreneurship as a priority in our work", - the Mayor summed up.
