I. Metshin: "That which has not yet been achieved, will be our front for further work"

The results of the Program of socio-economic development for 2011-2015 were discussed today at VI session of Kazan City Duma in the capital's City Hall. Mayor of Kazan Ilsur Metshin instructed to analyze all the indicators, the experience of other cities, and to prioritize the development of the Strategy of development of Kazan-2030.

"The program was implemented with the personal involvement of the President of the Republic Rustam Minnikhanov, from whom we have always received concrete assistance in key areas - I. Metshin said. - Due to this, despite the fact that the program has been implemented largely in tension during instability in the economy, we have succeeded in many ways to achieve good results. But there are also a number of program activities, which failed to achieve the planned indicators - it will be our front for further work".

Deputy Head of Kazan Executive Committee for Economic Development Ivan Kuznetsov reported on the results of the implementation of the program of socio-economic development. According to him, over the past 5 years, the city has made a big leap in development. "A variety of indicators - economic, educational, medical and other - say that the city is moving forward steadily. Over the past 5 years the development of all sectors of the economic sector has been ensured", - I.Kuznetsov said. He recalled that the population of the city for 5 years increased by 72 thousand persons and has reached 1 million 217 thousand people, and the average life expectancy of the population by the end of 2015 estimated at 73.7 years. "Today the average life expectancy in Kazan is 2.5 years more than the average in Russia. For 5 years the birth rate in Kazan grew by 40%, while the natural increase of the population of Kazan has became more almost 3 times", - I.Kuznetsov stressed.

An important role in improving the demographic situation in the city construction and modernization of health facilities played. For example, during the implementation of the program in the city the largest in the country Children's Clinic in Azino-1, Emergency Hospital were put into operation, Oncology Center moved from emergency buildings to the reconstructed building of the former municipal hospital №1. But, as noted by Kuznetsov, taking in account the amount of accumulated problems, even huge infusion has not allowed putting in order all health care institutions in need of repair in Kazan.

Number of people, constantly involved in sports is growing in the city. Today every third Kazan resident is actively engaged in physical culture and sports - 39.7% of the population compared with 25% in 2011. This was the result of increasing the availability of sports over the years, in addition to 30 major sports facilities, 38 universal playgrounds for children and adults have been built in the city's districts, 47 mini-stadiums operate.

Along with the development of sports Tatarstan capital has made significant breakthrough in the field of education. In particular, as reported I.Kuznetsov, during this time under the program of overhaul 88 schools were repaired in the city. Situation with pre-school education also greatly improved: during 5 years in the city 81 new kindergarten for 13,309places, not counting private, were built, of which 7 were constructed where they were waited for decades - in the settlements of Voznesenskoye, Zalesny, Kadyshevo, Malyje Klyki, Otary, Petrovsky, Privolny. 1740 places more were created by carrying out the overhaul of additional groups in 75 kindergartens. "Thus, in total, over the past period we managed to create more than 15 thousand new places in kindergartens. As a result, all children older than 3 years are provided with places. Satisfaction of the population with quality of preschool education has reached the planned value,"- I.Kuznetsov said.

He also said that as the results of 2015 the total area of ​​the premises, falling on average per capita, increased compared with 2011 by 6.5% and amounted to 24.7 sq.m. In five years 1,102 houses have been renovated - one-third of the housing stock of the city has been brought up to standard. The share of the population living in emergency housing became lower. If this in 2011 the figure was 0.52%, then up to 2015 - 0.3%.

Thanks to the project "Green Record", "100 squares" and "Blooming Kazan" more than 180 thousand trees and 118,000 shrubs appeared on the streets, and flower design area increased by more than half. As I.Kuznetsov reported, for 5 years in the city of 18 multi-level parking, 14 new roads were built, and 13 - reconstructed. In addition, 49 streets with total length of 121.2 kilometers were repaired, 12 modern transport interchanges, 44 pedestrian crossings and 3 metro stations were built, repair of 39 streets, 1,044 yards and 86 driveways was conducted.

According to economic indicators, the capital of Tatarstan also managed not only to maintain the levels of previous years, but also to get a plus. During 2015 the gross territorial product of Kazan rose to 604 billion rubles, while the volume of investments in fixed assets from all sources amounted to 169.7 billion rubles.

At the ends of 2015, from 71 indicators evaluating the effectiveness of implementation of the program 60 indicators were carried out, or 84.5%, 11 indicators remained unfulfilled. According to the results of the Program as a whole the annual average level of performance of the effectiveness of its implementation indicator was 78%. "Absolutely all the indicators of the program increased significantly. But a number of indicators were not achieved for two main reasons. Firstly, at the first stage of the program, no one could have foreseen the radical changes in the general economic situation in recent years. The second reason - we certainly did not set out easy tasks, all targets of the program were calculated to the limit,"- I.Kuznetsov said.

The Mayor also noted that in a number of indicators Kazan doesn’t take the lead over other cities yet and called to use the experience of these cities during the formation of the city's main document - Development Strategy-2030. "Huge human, economic and cultural potential is concentrated in Kazan. The development strategy should answer the main question: what kind of results the city should reach over the next 15 years? We are faced with the goal to create a document that is not a theory, or a dream, but really is a working tool, - I. Metshin said. - We all have a common interest - to make life in the city convenient, comfortable, safe. This interest should be the common motion vector, based on the strategy. Only when we have the same objectives and directions of development, we can strengthen urban community and provide a real self-government".
