I. Metshin: "We will work in a dense mode until the problem will not be solved"

(Kazan City KZN.RU, February 20). Today meeting of the Mayor of Kazan Ilsur Metshin with real estate investors of group of companies "Fon" was held in the city Executive Committee. Recall that in connection with the inability of "Fon" to fulfill its obligations, people who bought apartments in the in 5 residential complexes of the city are without the promised housing. In total 19 houses were left unfinished by the company.

Technical Director of "Fon" Sergei Orlov, whose Metshin asked to report the audience about the current situation, said that the readiness of the majority of houses is less than 50 percent. There are objects, where only pit was dug. At the same time, as it became clear from his speech, almost all of the apartments are already sold. Works are nowhere in progress with few exceptions. For commissioning of all objects of "Fon" 7 billion rubles must be allocated - so only on completion of construction of houses 1, 2 and 5 of "MES" are 1.1 billion rubles require. The company, according to Orlov, is not able to pay even the examination required to obtain a building permit at the moment.

"We are striving to bring means of investors, because at the current price we will never compensate these funds," - said the owner of "Fon" Anatoly Livada and told that conducts negotiations with companies from Ulyanovsk, Samara and Moscow. But Muscovites demand bank guarantees. A "Sberbank" demands guarantees of the government. Another way to break the deadlock is a debt restructuring, which should allow the release of the assets of "Fon" from the pledge. In particular, the transaction for the sale of reinforced concrete structures plant is now preparing.

"We hear these tales of Vienna woods for four years, - the interest holders noted. - Ilsur Raisovich, let a decent builder take these objects who will fulfill all the promises!"

"We understand your emotions. But even if we will hang somebody by feet, houses won’t be completed, - Ilsur Metshin said. - We must find a way out together, the more we see that "Fon" seeks to resolve the situation somehow".

First Deputy Head of the Executive Committee on urban policy Azat Nigmatzyanov said that an office to work with real estate investors was created in the city, it works on a weekly basis. In addition, twice a week the first deputy head of the Executive Committee makes detours at all problematic sites, during which an ongoing search for a way out of this situation maintains also.

"If  the work of city staff was not conducted, a house in the residential complex "Youth" at st. Noksinsky Descent would not have been delivered still, - Nigmatzyanov said. - The next step is the delivery of the house №2 in "Symphony" area, an application to the State Construction Inspectorate for final review has filed. Now we plan to test all of the amounts spent on the construction of the remaining houses by our Management of capital construction".

"There are no such things: I want to do - I do, I don’t want to do – I don’t do. Now all has been compressed to the minimum, which legislation allows. It should be understood that if the project was examined, every item must be executed ", - the Mayor said.

Another question concerned the holders of assets - one of the participants of the meeting offered all the funds that will be able to withdraw from "Fon", were divided between all objects.

"If you divide by 18 houses - the amount will be so small that no one will be able to continue to build. So now the intention is to finish building of the houses with the most high construction readiness first, and then to take on the rest in accordance with the schedule", - Nigmatzyanov explained.

Sergey Orlov noted that in the framework of debt restructuring to "Sberbank" till the end of February release of assets, including land, is expected. After that they can be transferred to the construction company "Breeze", which sees the opportunity to become a new developer and to commit themselves to real estate investors.

Ilsur Metshin reminded that 82 problem houses are on the list since 2007, issues have been resolved for 76 houses. Two homes are ready for commissioning.

"I thought we will not deal with this problem anymore. But I understand that you are not guilty, that you are in this situation. Therefore, we will work in a dense mode until the problem won’t be solved,"- the Mayor summed up.

The Mayor assured the shareholders that the headquarters will continue its work. And such meetings with his participation will be held regularly - and in every troubled home to discuss all the issues in detail. In addition, weekly meetings with equity holders are held in the Mayor's office by the head of the Executive Committee Denis Kalinkin. "Working with real estate investors is conducted on a daily basis", - the Mayor said.

The meeting was also attended by Attorney of Oleg Drozdov, Deputy Chief of Investigation Department of the Ministry of Internal Affairs of the Republic of Tatarstan Timur Khairullin, heads of district administrations and heads of the network companies.
