Free housing privatization began in the Russian Federation in July 1991. The process lasts for more than 19 years, or exactly 7,045 days. Zinurov increasing the number of citizens who want to privatize their dwelling fell at 2006 and 2009 years on those dates which preceded the announced dates of the end of the privatization. "Most people cannot decide on the privatization or leave the decision on the last day under the Old Russian tradition", Albert Zinurov said.
"Waiting for a significant increase in citizens’ complaints on the issue of privatization by the end of 2009, employees of the company have been transferred to a six-day workweek”, A. Zinurov stressed, “only in December 2009 2,737 applications were filled (17% of annual volume).

According to A. Zinurova there are several problems in preparing the documents that are necessary for privatization. This unauthorized conversion and redevelopment of tenants occupied dwellings on the conditions of social rent, the lack of dwelling planned for the privatization in the registry of municipal property of Kazan, as well as the inconsistency during the inventory of dwellings.
To solve these problems in the past year regulations on the organization of the paperwork for the transfer of dwellings in the ownership of citizens has been developed, cooperation between the organizations that is participants of privatization process in Kazan, including city and federal agencies.
In order to implement of the "single window" principle during the privatization of dwellings, the MUE “Directorate of Municipal Housing Programs” has concluded a contract with RGUP" ICE" on the production of technical and cadastral documentation upon the request of the citizens (6328 requests have been adopted). "We also reached agreement with the Rosreestr Office of RT to reduce the term of the state registration of a primary law of municipal property for Kazan to 5 days", A. Zinurov said.
He also noted that in the preparation of technical documentation often reveals an address discrepancy information on street names and houses numbers according to the technical inventory and data authorities contained in the list of municipal premises. A. Zinurov gave an example when one street has 4 different names: the Yamasheva Prospect, the Husain Yamasheva Prospect, the Husain Yamasheva Street and the Yamasheva Street.
"Diractorate of Municipal Housing Programs” has prepared a draft decree " On the correspondence used in the inventory of dwelling, names and locations of houses being in the municipal property of Kazan specified in the resolution of the Chief Executive Committee of Kazan from 30.05.2007 № 1030 ". According to A. Zinurova the lack of a number of dwellings in this list leads to the prolonging the time required to process documents for privatization.
To accelerate the time for registration, according to A. Zinurova, will conduct a large-scale inventory of the municipal housing fund and creating on its basis the treasury of the municipal dwellings.
