We are sincerely interested in developing best practices and resolving this
issue. Unfortunately, there is no such experience in Russia yet, and even
abroad it was not possible to find a solution. But this is not the first time
Kazan has taken on a new challenge.
We need to start working by studying the best practices in countries which
are close to finding a solution. It is necessary to study practices and prepare
draft amendments, which will be considered by the State Council of Tatarstan,
and then by the State Duma.
The activities of organizations dealing with the issue of homeless animals
will be included in the priority area of urban economy. This will allow
organizations to participate in municipal competitions, receive grants,
preferential loans, premises on preferential lease terms and other exemptions.
In addition, the work of animal protection organizations will become a separate
direction of the Good Kazan project.
We are not just discussing initiatives, but we will implement them. We would
like to have more zoological centers, so we urge businessmen who want to start
their own business to consider this area. We will provide them with
preferential rent, exempt them from payments, and provide support measures. We
are ready to support animal protection organizations not only with an
administrative resource, but also by allocating funds.
