This year, the voluntary certification system “Quality and Safety of Medical Activities” will be introduced at the Republican Clinical Hospital and the Interregional Clinical Diagnostic Center. Ilnur Khalfiev, the head of the Health Department of the Ministry of Health of the RT in Kazan, announced this today at the Business Monday.
The system of voluntary certification of medical organizations “Quality and Safety of Medical Activities” was developed by Roszdravnadzor in accordance with international standards in December 2016. During this time, it has become an effective tool for self-assessment of the activities of a healthcare institution. Today, all state medical institutions of Kazan are facing the task to get certified, and they have already been actively involved in this project. Thus, the first healthcare institution in Russia that successfully passed a voluntary certification, in July 2017 was the Children's Republican Clinical Hospital. In December 2018, the polyclinic “Azino”, which serves children in the Sovetsky district of Kazan, received the same certificate.
The certification procedure provides for an assessment of the medical organization's activities in 12 areas, including the personnel management system, epidemiological safety, emergency hospital care, the organization of the admission department, and others. “Each of the areas have indicators that are targets for the daily work of the medical organization and criteria for their evaluation at the same time”, said I. Khalfiev.
Practically from the first days of the certification system work, healthcare institutions of Tatarstan participate in it. This was largely influenced by the introduction of the project “Friendly Polyclinic, Tatarstan Standard”.
“The fact that CRCH became one of the first not only in the republic, but also in the whole country not accidentally. It was the results of work: equipment of the clinic, material and technical base, availability of doctors. The same can be said about the clinic in Azino. We initially did it at a decent level, provided it with the necessary equipment, and all this gave its results”, said Ilsur Metshin, the Mayor of Kazan.
Certification stimulates medical institutions to the continuous development and improvement of the medical care quality. Thus, regulations and algorithms for institutions, instructions and checklists, and internal orders of medical organizations are developed in the process of project implementation. In addition, a system for identifying the patient’s personality is being introduced: special algorithms are developed for this, depending on the category of patients and the department of the medical organization.
“According to the results of the project implementation, the number of flaws in the provision of medical care has decreased, the number of patients in waiting for a primary examination for more than 15 minutes has decreased. Also, the number of patients who have resubmitted to the hospital with the same symptoms after refusing hospitalization has decreased, as well as the number of cases of non-core hospitalization”, said the head of the Department of Health.
For today, by the decision of the Minister of Health of the RT, the organization of internal quality and safety of medical activities control by the Roszdravnadzor system is being implemented in three Kazan institutions: hospitals №7 and №18, and the city polyclinic №21. This year, the system of voluntary certification “Quality and Safety of Medical Activities” will be introduced in the RCH and the ICTC.
In the future, all medical organizations subordinated to the Ministry of Health of the RT will be phased into the certification process for quality management standards in accordance with the requirements of the certification system of Roszdravnadzor “Quality and Safety of Medical Activity”.
“Simple desire to get certified is not enough. The federal healthcare project gives foreseeable prospects for the rest to catch up on this issue. We see the first results of the work. Nevertheless, there is still discontent and criticism of citizens, we see and hear it. One of the serious questions for us is the lack of narrow specialists. There are a lot of other issues that can and should be jointly resolved”, said I. Metshin. He instructed the Health Department together with the Ministry of Health of the RT and the deputies to work out these and other issues on the development of health care in Kazan. “We need to establish systematic collaboration and achieve results”, concluded the Mayor.
