The session is scheduled to start at 8.30 am. Such a decision was made today at a meeting of the Presidium of the Kazan City Duma, which was chaired by Ilsur Metshin, the Mayor of Kazan. 10 out of the 11 members of the Presidium attended the meeting, there was a quorum for decision making.

According to the decision of the deputies, 14 issues will be included on the agenda of the regular session. Lyudmila Andreeva, the deputy head of the Kazan Municipality, further proposed to add to the list the issue “On introduction of amendments to the procedure for the forced dismantling and relocation of illegally placed unauthorized shopping facilities in Kazan”. Thus, the session will address the following questions:

The report on the activities of the Mayor of Kazan in 2018;

The report on the activities of the Kazan City Duma in 2018;

The report on the activities of the Kazan Executive Committee for 2018;

The report on the activities of the Control and Accounting Chamber for 2018;

The report on the activities of the Department of Internal Affairs of the Ministry of Internal Affairs of the RF in Kazan;

About the introduction of amendments to the decision of the Kazan City Duma “On the budget of the Kazan Municipality for 2019 and the planned period 2020-2021”;

About the introduction of amendments to the decision of the Kazan City Duma “On the procedure for granting municipal property of Kazan to free use”;

In addition, reports of two standing committees were heard at the Presidium. Thus, Rafael Shavaliev, the chairman of the Permanent Commission on the Protection of Public Health and Environment, said that deputies visited more than 20 health institutions during the reporting period. “The effectiveness of the commission work is influenced by joint meetings with the participation of the Minister of Health of the RT. During such meetings, the minister and heads of republican departments tell deputies about the implementation of the republican overhaul of healthcare institutions, the purchase of new equipment, and the prospects for the development of medicine in Kazan”, said R. Shavaliev.

Members of the commission regularly go to educational institutions of the city and monitor the quality of the conditions for protecting children's health, as well as inspect the work of medical offices. “During our first retreats, we found irregularities in the equipment of medical offices. All corrections were submitted to the Kazan Executive Committee and the Health Department of the Ministry of Health of the RT for Kazan to eliminate the flaws”, said R. Shavaliev. In addition, every summer, deputies assessed the conditions created for the recreation of children in the camps. Thus, they visited 6 suburb and 4 school camps in Kazan last year.

The issue of the safe location of citizens on water bodies is not left without attention as well. During the inspections of places of mass recreation, deputies noted that all the objects are in proper condition, but still need improvement.

Ilsur Metshin, the Mayor of Kazan, noted the importance of the commission’s work. “It is very important that this work is carried out with the Ministry of Health of the RT, let it go on and on”, said the Mayor. The city is carrying out a major overhaul of healthcare institutions and providing them with modern equipment. “Rustam Minnikhanov, the President of the RT, said that the walls and conditions have been created. Now the quality of the provision of medical services, the presence of narrow specialists should be worked through. Kazan should not only set the pace, but also be the driver of all notations, we have everything for that in the city”, said I. Metshin.

Niaz Gafiyatullin, the chairman of the Permanent Commission on Education, Culture and National Issues, reported on the activities of the commission. During the reporting period, the commission held 27 meetings and 5 roundtables.

During the inspection of the city’s educational institutions, deputies noted that the level of education and provision of schools in Kazan had increased significantly. However, problems still remained, including school overloading, the queue for enrolling in kindergartens and the maintenance of educational institutions’ security. Particular attention when visiting educational institutions is given to the organization of meals for schoolchildren.

Metshin instructed the speaker to keep the issues related to educational institutions under control and to join the project on separate garbage collection to be implemented in Kazan this year. “This is a very important and big project, and we plan to implement it, based on our educational resources”, said I. Metshin. He added that the work of the commissions allows noting the important problems of the city. “During the breaks between sessions, all the commissions do a lot of work. It is important to note that the deputies study the state of affairs on the field in detail. Thanks to this approach, we get objective information about the state of affairs in the city at the session”, said the Mayor of Kazan.
