(KZN.RU, January 17, Alena Miroshnichenko). Today, the final board of the Ministry of Construction, Architecture and Housing and Communal Services of the RT took place on the site of the KSUAE. Rustam Minnikhanov, the President of the RT, Ilsur Metshin, the Mayor of Kazan, Konstantin Tsitsin, the head of the state corporation “Foundation for Assistance to the Reform of Housing and Communal Services”, members of the government, heads of ministries and departments of the RT, deputies, heads of enterprises of the construction industry and educational institutions took part in the board meeting.
Irek Faizullin, the minister of Construction, Architecture and Housing and Communal Services of the RT, spoke about the results of the department’s work for 2018 and the tasks for 2019. Tatarstan has reached one of the highest rates of housing per capita in Russia – 26.2 square meters, while the average for Russia was 25.2 square meters. The number of mortgage loans has increased, the share of unprofitable enterprises in the construction sector has reduced.
Irek Faizullin reported that over the past 8 years, more than 2 million 400 thousand square meters of housing have been introduced annually in Tatarstan (in 2018 – 2 million 409.9 thousand square meters). This provides the work for construction organizations and maintains competition among developers as a deterrent to rising house prices.
The head of the Ministry of Construction of the RT spoke about mortgage loans. In Tatarstan, there was an increase in the number of mortgage loans issued by 31.4% for 11 months of 2018 (in total for 11 months of 2018, 48 thousand 808 loans were issued, for 11 months of 2017 – 37 thousand 144 credits).
“One of the difficult tasks in terms of housing is resolving the issue of deceived shareholders. In 2018, we managed to finish 5 objects for 424 shareholders. In 2019, it is planned to commission 12 facilities for 840 ones and to completely solve the problem of deceived shareholders in Tatarstan in 2021”, said I. Faizullin.
Particular attention was paid to the waste recycling. Thus, the Minister of Construction, Architecture and Housing and Communal Services of the RT reported that from January 1 of this year, Tatarstan switched to a new system of solid municipal waste management. Tariffs for consumers throughout the country have changed. Fees will be charged per person. “This is not just a tariff raising, this means that the entire infrastructure must be updated. Clearly, this is an increase in the amount of load, but no one will care about the environment we live in except for us. This topic has been and will remain relevant”, marked R. Minnikhanov.
The infrastructure for processing municipal solid waste will have 41 waste transfer stations, 1 railway waste transfer terminal, 11 waste sorting stations, and 5 inter-municipal landfills. In addition, starting from the current year, the republic will focus on reducing the negative impact on the environment by reducing the volume of buried waste and drawing it into economic circulation. Sergey Bogatov, the general director of one of the regional operators PG PZhKH, spoke about plans to create a whole network consisting of 20 transfer stations. “Waste will be collected on them with small garbage trucks, transferred to large compactors and sent to waste sorting complexes. According to the territorial scheme in the western zone of the RT, 3 ecological technology parks should be built until 2020. An automatic optical waste sorting station will be located on the territory of Kazan’s ecological techno-park. It operates fully automatic and has larger processing equipment than in the districts with a larger range of production waste”, said S. Bogatov.
Using the latest developments in this area is an important point. Therefore, R. Minnikhanov marked that high-tech equipment will work in Tatarstan, but before that, they will conduct an international environmental impact assessment. “There is one technology for the world: separate garbage collection and thermal recycling of waste. There is no other way. If we bury the waste, the whole republic will be a landfill”, said the head of the republic.
The WorldSkills Championships in professional skills, which will be held in Kazan from 22 to 27 of August, were also discussed today at the final board. Konstantin Tsitsin noted that the movement that began in Kazan acquired a large-scale character, spreading throughout Russia. “Last year, we signed an agreement. This year, a new competence will appear – the management of an apartment building. We hope for help from the republic and Kazan in the approbation, since we have planned that the relevant applicants will work not only on the stands, but also in the houses”, the federal guest shared the news.
The site of the KSUAE was chosen for a reason. Before the meeting, the members of the presidium of the board examined the new Center for engineering systems, which opened on the basis of the educational institution. They will train personnel for work in such areas as heat and gas supply, ventilation, water supply, water disposal, housing and communal services infrastructure, and construction.
