of the year, 16 enterprises have paid wage arrears to 1924 employees for a
total of 103 million rubles in Kazan. Following the results of 9 months, almost
10 thousand contracts and additional agreements were concluded with employees
to increase their wages. Almost 3000 workers were taken out of the “gray zone”,
labor contracts were signed with them. Artur Valiakhmetov, the chairman of the
Committee for Economic Development, reported this today at the Business Monday.
The average monthly salary for 9 months of the current year
at large and medium-sized enterprises of the city exceeded 43 thousand rubles
and increased by 10% compared to the same period in 2017, according to
Tatarstanstat. In real terms, the growth was 7.8% taking into account
inflation, reported A. Valiakhmetov.
“It is disturbing that the average monthly wage of employees
of small enterprises is fixed at 23 thousand rubles, which is 8.6% lower than
the corresponding period last year. It is not excluded that the decrease is due
to the fact that some entrepreneurs operate using “gray schemes” of wage
payments”, said A. Valiakhmetov. He added that since the beginning of the year
2942 employees have been withdrawn from the “gray zone”.
Another actual problem is wage arrears in extra-budgetary
enterprises. According to the speaker, on October 1, 278 organizations were
identified, where there are workers who receive wages below social minimums, 34
of them were sent to the territorial prosecutor’s office.
“The most important indicator characterizing the efficiency
of our work is the level of income tax on personal income”, said the speaker.
He added that for 10 months of this year, employers paid 25.4 billion rubles,
which is 12% more than last year.
“We will continue to work to reduce wage arrears, to
legalize the gray labor market”, said Ilsur Metshin, the Mayor of Kazan. “This
is an interdepartmental work. But even at our level, we called on 16 employers
to pay off debt. 103 million of paid debt, almost 3000 people were taken out of
the gray labor, this is a significant result”, concluded I. Metshin.
