(KZN.RU, October 10, Alsu Safina). Today, Ilsur Metshin, the Mayor of Kazan, presented the new first deputy head of the city Executive Committee. Rustem Gafarov, who previously headed the Sovetsky district’s administration, will be in charge of social issues and civil protection. The head of the city informed the staff of the Sovetsky district’s administration and the heads of organizations and enterprises operating in the district about new personnel appointments.
Damir Fattakhov, who previously led the social bloc in the Executive Committee of the city, was appointed the Minister of Youth Affairs of the RT. “We have been thinking about a candidate for this place for a long time. The social unit is a very important one. Our budget is an education for 60%. And even more, if we count culture, sport, youth policy”, said I. Metshin. “But the main thing is that this unit is very significant, it affects children, young people, and the older generation. We invited the head of the Sovetsky district to this important point. Rustem Gafarov began at the dairy plant. He went through all stages in the administration: the deputy head and the head of the housing and utilities department, external landscaping and construction, the first deputy head of the Sovetsky district’s administration”.
The Mayor of Kazan noted that the Sovetsky district is a very important district for Kazan with a great industrial potential, traditions in the social sphere. In particular, great achievements are shown by the schoolchildren of the district. In addition, the Sovetsky district became a real source of personnel, according to the Mayor.
Over the eight years of Rustem Gafarov’s work as head of the administration, important changes have taken place in the area. New social facilities have been built, housing, major repairs of residential buildings have been carried out, the Universiade, the World Aquatics Championship, the Confederations Cup have been held. I. Metshin thanked him for the work and presented him with a letter of gratitude from the Mayor of Kazan.
Rustem Gafarov thanked the head of the city for his trust. “I enjoyed working in the Sovetsky district for half of my life. I tried to be guided by the belief: work on this land as a master, but with respect to the elders”, he said and thanked his colleagues from the administration, school principals, and business leaders.
The head of the city said that Roman Fatkhutdinov was appointed to the vacant position of the head of the district, who had been working as deputy head of the Sovetsky district’s administration for over a year. “He worked with us in the Executive Committee, in the prefecture “Stary Gorod”, as the head of the staff of the Sovetsky district”, said the Mayor. According to I. Metshin, the former head of the district also approved his candidacy. The Mayor wished Roman Fatkhutdinov to continue multiplying the traditions of the Sovetsky district.
The new head of the Sovetsky district’s administration noted that this is a responsible position. “Everyone who presents in this hall contributes to the development of the district. I hope we will continue to transform it, make it brighter and more comfortable for the residents”, said Roman Fatkhutdinov. He also thanked Rustem Gafarov “for the huge school that I was lucky enough to do under your leadership, for the love that I was implanted in the Sovetsky district”. On behalf of the district activist, Roman Fatkhutdinov presented Rustem Gafarov a commemorative medal with thanks for work for the good of the district.
