The meeting is being held by Ilsur Metshin, the Mayor of Kazan. 40 deputies out of 50 are present at the session, there is a quorum for making decisions.

At the beginning of the meeting, Ilsur Metshin, the Mayor of Kazan, presented the badge of the deputies of the Kazan City Duma to Evgeny Chekashov and Ilgiz Ahmetzyanov, who won the additional elections in September.
