(KZN.RU, September 10, Ksenia Shvetsova). Kazan summer camps are more in need of repairs than other areas of the republic. Many of them still remember grandmothers and grandfathers of current schoolchildren. The situation will be changed radically by the comprehensive program of repairing summer camps, which was commissioned by Rustam Minnikhanov, the President of the RT. At the Business Monday today, Ilsur Metshin, the Mayor of Kazan, instructed to conduct a thorough analysis of the condition of summer camps and to prepare proposals for their reconstruction within a month.
Airat Faizov, the chairman of the Committee on Children's Youth Affairs, reports on the main results of the summer health campaign and plans for the reconstruction of the camps. According to him, this year about 30 thousand children have visited Kazan camps and sanatoriums, more than 15 thousand of which went to suburban ones.
This year, twice as much funds were allocated for repairs of the camps compared to in 2017, 30 million rubles. This allowed opening one building in the Gagarin camp and two new summer houses for 80 people in the camp “Zarechie”. As a result, the capacity increased by 100 people.
A real breakthrough in the renovation of children's camps will be a comprehensive program. Last week Rustam Minnikhanov, the President of the RT, commissioned it. A. Faizov reminded that annually modernization of the material and technical base of children's recreation facilities in different municipalities of the republic is carried out in the framework of the ongoing overhaul program. However, the current format of the program does not allow providing a comprehensive renovation of the camps. The allocated money covered only certain types of work. “We had the program of overhauls of the camps, but it allocated 20 million rubles for all the camps of the republic, and this is about 200 places”, explained A. Faizov. Today, on the President's order, a comprehensive program is being formed, which will allocate about 50 million rubles for each camp. “We can repair the camps completely. Today we are already working on this and preparing estimates. We expect to repair 3-4 camps every year, and repair 12 municipal camps in three years”, said A. Faizov.

Along with the republican program for the comprehensive reconstruction of existing camps, abandoned recreation facilities can be revived by public-private partnerships, said the Mayor. There are four camps in the Kazan nearby territories that have not functioned since the 1990s, and another four have not been working since the 1980s. There is not enough money for their reconstruction since the resources allocated by the program are directed to the existing camps.
The Mayor believes that reviving the abandoned camps and extending the work of existing camps in the year-round mode is possible with the help of public-private partnership. Thanks to the participation of entrepreneurs, places for country recreation can be made available throughout the year. After the summer season, Kazan camps could welcome guests on weekends during the year. I. Metshin has noted that this opportunity can involve many businessmen of a city. “Practice shows that this can be an effective business, given the number of people who want to rest in nature. We shouldn’t go to Marii El or to Vyatka for this. We have great places literally within ten minutes' accessibility outside the city, in the pine forests!”, said the Mayor.
In conclusion, the head of the city instructed to inform the business community about the possibility of a public-private partnership in the sphere of organizing country recreation.
