R. Galimov: “Grids fill with plastic bottles, it works”

(KZN.RU, June 27, Ekaterina Vislavskaya). Results and work plans of the management company of the Housing and Communal Services of the Aviastroitelny District from the garbage chutes to the container sites for the collection of plastic bottles. Rustam Galimov, the director, told about the participation of tenants in the collection of plastic and what plans are put on the overhaul of houses during the report for 2015-2018 to Ilsur Metshin, the Mayor of Kazan.

Tthe management company covers 336 houses for 25670 apartments where 64907 citizens live. Special attention is paid to waste collection. “There were about 38 houses with garbage chutes when I came here. Now it’s left behind, we have container sites. Today there are 110 of them”, reported R. Galimov.

Separate mesh containers for collecting plastic bottles are installed at 20 addresses on container sites. The director of the management company noted that the project was well assessed by Kazan citizens. “I did not see any containers where there was any strange garbage. They are filled with plastic bottles, it works”, said Rustam Galimov. He added that the company is working to inform the citizens on the topic of separate collection of garbage.

The overhaul of houses is an important task as well. In general, 43% of the houses serviced by the management company were delivered in 1961-1985, 32% – in 1946-1960. Another 14% of houses were built in 1986-2000, 7% – in 1932-1945, and 4% – in 2001-2012. For today, the unrepaired housing stock costs 3.5 billion rubles, while in 2007 it was 5.5 billion. For 10 years since 2007, the overhaul has been carried out in 150 houses. This year 49 houses will be updated. “We have a very large number of pitched roofs, which require immediate replacement. In 2013, there were about 120 of them, today we have reduced the number. However, there are 72 roofs left”, said the director of the management company.

In 2017, the management company credited 1 billion 151.7 million rubles for housing services. This year, Kazan citizens owed 266.3 million rubles to the managing company of the Aviastroitelny District. 1551 contracts were concluded in the amount of 45.6 million rubles for the restructuring of the debt.

Untimely payment of bills by residents leads to the fact that the management companies owe to the resource-supplying companies and are forced to repay the debt at the expense of other means that could be used for the improvement of households and other purposes. Thus, for today the debt of the management company was over 52 million rubles.

Rustam Galimov also spoke about the results of work in the system “Open Kazan”. In 2015, it received 11398 applications from local residents, in 2016 – 16398, in 2017 – 17152.

In conclusion of the report, he noted that the most urgent issue in the Aviastroitelny district was the condition of the external sewage network. Certain problems are also caused by low-rise and unprofitable housing, as the funds collected from their residents are not enough to maintain these buildings.
