(KZN.RU, June 25, Ekaterina Vislavskaya). Ilsur Metshin, the Mayor of Kazan, urged to make the receipt of municipal services as comfortable as possible for residents. By December 31, 2018, 25 most popular municipal services will be switched to the electronic mode.
Radik Shafigullin, the deputy head of the Kazan Executive Committee, reminded that the project “Single Center for Municipal Services” started a year ago. It involves 4 business units of the Executive Committee: the Committee of Land and Property Relations, Department of Architecture and Urban Planning, the Committee of Land Improvement and Management of Urban-Planning Permits. They provide 53 municipal services, among which 16 of the most popular services have been reworked. They have single or similar internal processes with most of the remaining 37 services. Since the start of the project, 16 municipal services have been reduced from 1.8 to 5.6 times as compared to the commencement of work on them. For example, if in December 2017 the service “Felling of green space” provided by the Committee for External Improvement took away 60 days, now it takes 17 days. By the end of the year, it is planned to take 14 days.
There was a transition to the exchange of information exclusively in electronic mode. Today, the forces of the Office of Information Technology and Communications provided transfer of 5 municipal services entirely in electronic mode. These are the coordination of architectural and urban image of the object in terms of activities not related to construction, the coordination of the project means the outside of posting information, registration, issuance, and renewal of permits (orders) for the production of excavation work associated with the violation of elements of external landscaping, issuing permits for cutting and planting trees and shrubs, issuing technical conditions for drainage of storm and thawed waters.
“Kazan has long strived to ensure that municipal services are clear, quick, transparent, and convenient. But it's one thing to announce this and it's another thing to pass this road. This is really a great work, we are at the beginning of the road”, said Ilsur Metshin. “We systematically and consistently move from the sphere of wishes to clear regulations, standards with clear deadlines. 1600 changes were made to the regulatory framework. That's the price of the road that we passed”.
He noted that Kazan citizens should get the most demanded municipal services via the Internet. “Much depends on the understanding of the leaders sitting in the hall of how important this work is for us. We see how Kazan is changing, well-groomed, clean. But this cleanliness and improvement should be in our daily work and in the provision of municipal services. The internal content should correspond to the face of Kazan”.
