Candidates for appointment as members of precinct election commissions with the right of the decisive vote were approved today during the XXVI session of the Kazan City Duma. In addition, the deputies approved the candidatures for inclusion in the reserve of the composition of precinct election commissions of the city districts.
“An extraordinary session was convened due to the fact that we need to comply with the requirements established by the electoral code and election legislation”, explained Ilsur Metshin, the Mayor of Kazan, who headed the meeting. “So, due to the expiration of the five-year term of office of precinct election commissions, formed in 2013, the composition for the new term of office is currently being formed. The decree of the Central Election Commission of the RT determined the deadline for the acceptance of proposals on the formation of precinct election commissions until May 17. In accordance with the legislation, some members of election commissions are appointed on the basis of proposals of the municipality representative body. We have to take an appropriate decision”.
Liliya Bakulina, the chairperson of the permanent commission on questions of legality, law, and local self-government, spoke in more detail about the candidates. The main and reserve list of the Kazan City Duma proposed 849 candidates, 426 of which with the right to decisive vote. “Traditionally, the majority in precinct election commissions are women, 78% in the main list and 74% in the reserve list. Men are 22% and 26%, respectively”, she said.
The majority of candidates are people with higher education, 85% in the main list and 74% in the reserve list. Representatives of engineering and technical specialties are 43% of candidates on the main list and 40% in the reserve list, teachers – 37% and 35% respectively, representatives of other professions – 16% and 22%, and state and municipal employees – less than 2% of the total number. The age of candidates varies: 11% and 18% respectively up to 30 years, 28% and 29% from 31 to 40 years, 36% and 28% from 41 to 50 years, 24% and 25% over 50 years. More than half of the candidates (487 people) already have experience in election commissions.
The deputies voted for approving the proposed candidatures. Now the list will be sent to the territorial election commissions of Kazan.
