Ilsur Metshin: "We have to appeal to the government, there is no other option"

(KZN.RU, April 4, Ekaterina Vislavskaya). The Mayor of Kazan Ilsur Metshin conducted an off-site meeting on the issue of the predicting flood in the village of Salmachi. The head of the city examined the condition of the Soviet-era dam between Salmachi and Vishnevka villages and the risks of flooding. During the conversation it became known that this year hotels will play role of the points of temporary accommodation of inhabitants from the flooded houses.

Many houses in the village of Salmachi along the banks of the Noksa River are in the possible flooding zone. Between the Zhemchuzhnaya and Kamishli streets there is a dam, which already barely copes with the streams of thawed water. If the water level in Noksa rises, the flooding of houses in the streets of Atninskaya, Kamyshly and other nearby will become inevitable. "Earlier there were floodplain meadows, at one time there was a quarry nearby. When its development began in the 80s, there were no houses here yet. Then in the dam were laid two pipes, and then three more. But they do not have time to pass water, "- said the head of the Civil Protection Directorate Ferdinand Timurkhanov. The construction of a bridge through Noksa  at the site of this dam could be solution to the problem - it should be longer than a dam and reach a turn in Kamishli Street. In addition, in some places of the river it is necessary to make a deepening and straightening of the channel. Now they find an examination of the territory, determining the places and types of necessary work. In the meantime, the contractor has already cleared the banks of the Noxa from the shrubbery, which holds up thawed water.

The problem zone was inspected by the Mayor of Kazan, accompanied by the head of the administration of Vakhitovsky’ and Privolzhsky’ districts, Andrei Lobov, and the head of the Sovetsky district administration, Rustem Gafarov. "Previously, there were fields, a free land where water could go. But over the past 10 years, the population of Salmachi has grown 2 times, Vishnevki - 2.5 times, the number of residents of New Vishnevka, Privolnoy increased. The new bridge here is required for a long time ", - the Mayor emphasized.

According to the deputy head of the Executive Committee - the chairman of the Committee for external improvement Igor Kulyazhev, last year the project documentation was prepared, the approximate cost of construction works is 90 million rubles. In April-May, the project will be examined, after which it will be necessary to resolve the issue of financing. "We will address the government, there is no other option. There is a huge number of citizens, and every year we need to deal witth floods. The problem is urgent and requires the capital construction of a new bridge crossing,"- Ilsur Metshin said.

The head of the city sressed the neediness of work with the population. "It is important to warn people so that everyone knows what to do in such situations, and it’s necessary to put in the list those, who primarily need help: single people, pensioners, disabled people, families with small children – we should be ready for any development of the situation, "- the mayor said. As Ferdinand Timurkhanov reported, the rescue teams explain to inhabitants how to behave in the case of a flood, and remind about insurance. Special attention is paid to elderly people and people with disabilities, specialists are in contact with them in case people need food, water, medicine or temporary relocation during the flood. In case of flooding, temporary accommodation facilities have been prepared. This year hotels will play role of the points of temporary accommodation, not gyms or other facilities not designed for a comfortable stay.

Ilsur Metshin instructed the city service to distribute the territory and meet flooding fully armed. "Everything depends on how well the Ministry of Emergency Situations, the district services and the Committee for external improvement work together. We know that the flood is inevitable – ther is 1.5 times more snow than usual. God grant that the weather is sparing, and it gradually melts, but be prepared for anything! "- said the mayor at the end of the meeting.

Recall that there are 386 houses and 1223 people in the flood zone in general for Kazan. Specialists take measures to avoid serious consequences of high water. So, in the village of Voznesenskoye rescuers eliminate the congestion from the trees, which were piled beavers.

The problem area is also the Chebaksa pond near the village of the same name, the employees of MUP Vodokanal are on duty here from today. Previously, specialists conducted a revision of the valves at the reservoir, that maintain the optimum water level. According to Ferdinant Timurkhanov, in Konstantinovka, there is another problem - locals themselves are clogging the river, throwing out garbage there, which causes congestion and quality of flooding. This issue is also on the control of rescuers.
