January 15). The information system “Open Kazan” should be taken as a basis for
distribution throughout the territory of Tatarstan. Rustam Minnikhanov, the
head of the republic, made such an offer at the VII extended meeting of the
Council on Entrepreneurship under the President of the RT, which was held at the
KRK “Pyramid”.
Ilsur
Metshin, the head of the capital of Tatarstan, took part in the discussion. He
noted that the project “Open Kazan” has been functioning for several years
already and has proved itself from the best side. “This product has been working
successfully for five years and still is. Almetyevsk, Yelabuga, Nizhnekamsk and
twelve cities of Russia joined the system after Kazan. The whole of Chechnya
went to the project after it was demonstrated in Grozny”, said I. Metshin.
The system
“Open Kazan” started its work in December 2011. 41 management organizations,
277 contract organizations and 6 enterprises of the industry now operate in the
system “Open Kazan” (AO “Tatenergo”, MUP “Vodokanal”, AO “Kazenergo”, OOO
“Chisty Gorod”, OOO “PZhKKh”, MUP “KETs”).
The system
“Open Kazan” currently serves almost 400 thousand personal accounts in more
than 4.5 thousand houses. 845 thousand people live in them, or 83% of
inhabitants of apartment houses.
More than
1.8 million applications of residents were accepted and processed in the “Open
Kazan” from 2012 to 2017. During this period, 99% of the total number of
appeals received was considered.
“Let's make
this system work all over the country. We will take the next step so that
everyone will work in this system”, noted R. Minnikhanov.
Also,
presentations of project groups were held during the meeting of the Council.
Such as the minimization of risks when issuing a declaration of conformity for
products, the procedure for paying for negative environmental impact, improving
the procedure for handling complaints by housing supervision authorities,
organizing the safe transportation of children, clarifying the requirements for
re-issuing licenses for waste management, optimizing requirements for the
environmental reporting of business, and etc.
“Each time
the tasks that we are trying to solve are becoming more complex. Nevertheless,
such a discussion allows us to find solutions or formulate questions and reach
the federal level”, marked R. Minnikhanov.
The
President thanked his colleagues for the prepared and well-researched
questions. “We have many problems associated with the environmental theme,
waste processing and housing and communal services issues. We need to have
feedback in order to react quickly to these problems and solve them”, he said.
Farid
Mukhametshin, the chairman of the State Council of the RT, Asgat Safarov, the
head of the Presidential Administration of the RT, Rustam Nigmatullin, the
first deputy prime minister of the RT, and others also took part in the work of
the Council.
