(KZN.RU, November 15, Anton Nozdrin). About 47% of the
city's housing stock (2431 houses) in Kazan was repaired within 10 years of the
overhaul program. In the framework of works, 2062 lifts have been replaced,
1293 roofs have been repaired, 5400 km of internal engineering networks have
been replaced, and more than 1500 facades have been repaired. Iskander
Giniyatullin, the deputy head of the Executive Committee and chairman of the
Housing and Utilities Committee, reported this at the XXI session of the Kazan
City Duma today. Due to the decision of the republic's leadership, the budget
money is added to the money invested by the owners.
The subject of the development of housing and communal
services and improving the quality of it in Kazan has become the main one at
today's session.
I. Giniyatullin especially focused on the issue of training
the personnel of the industry. He noted that about a thousand specialists
annually improve their skills in the educational institutions of the city.
Welders, fitters, engineering and technical personnel are among them.
Since last year, the Kazan Energy University has been
training specialists in the field of “energy utilities” and “innovative
technologies in the utilities' sector”. Currently, 120 students are trained in
these specialties. Since 2013, the Kazan “College of Public Utilities and
Construction” provides training for professionals in the field of housing and
communal services, whose students are trained in management companies and
contract organizations.
In order to popularize the profession of the employee of the
housing and communal services, professional skills competitions are
traditionally held in the city.
“Speaking about the training of personnel, we don’t forget
about the training of the main person, the consumer of housing and communal
services. Classes for heads of houses, members of the Councils MKD, and active
citizens were organized for these purposes. In total, 2400 citizens received
training at the centers”, noted I. Giniyatullin.
He said that the MUP “Technical Supervision Service” carries
out the quality control of works. At the same time, the signature of the head
on the house is mandatory in the act of acceptance of work after the completion
of an overhaul.
I. Giniyatullin said that measures to ensure the
availability of apartment buildings for the low-mobility population groups have
also been included in the program since 2016.
In his report, I. Giniyatullin spoke about the issue of
emergency housing. “The cost of restoring such buildings is comparable to the
cost of building a new modern housing. As of 2009, 151 houses in Kazan were
recognized as emergency ones, 2323 families lived in them”, he said.
The construction of street water pipes in the residential
areas of the city continues in Kazan within the framework of the regional
program “Clean Water”. In 2017, budget funds for the development of the
infrastructure of horticultural partnerships were invested for the first time
in the framework of the presidential program. 110.12 million rubles allocated
to Kazan for these purposes.
Reporting on the waste management, the deputy head of the
Executive Committee noted that the operation and construction of landfills are
underway.
I. Giniyatullin reminded that since January 1, the issues of
waste management have been transferred to the regional level. At the same time,
the Executive Committee continues to develop the topic of a separate waste
collection.
The chairman of the committee also said that in 2019, it is
planned to start construction of a sewage sludge treatment plant with a shop
for mechanical dehydration.
Alexey Frolov, the first deputy minister of Construction,
Architecture and Housing of the RT, Evgeny Chekashov, the director of the MUP
“Kazan Energy Service Center”, and Oleg Kalimov, the director of the OOO “MC
Housing and communal services of Moskovsky District” continued the meeting.
Ilsur Metshin, the Mayor of Kazan, noted that a lot of work
has been done. “The population expects even greater results from us. The more
we do, the more expectations there are”, said the Mayor.
The head of the city drew attention to the fact that
complaints from residents continue to appear, despite the improvement of the
housing stock. Most of them concern the activities of management companies. The
Mayor instructed the heads of districts’ administrations to analyze monthly the
citizens' complaints and assess the work of the MC.
