June 22, Anton Nozdrin). Ilsur Metshin, the Mayor of Kazan, visited the summer
camp “Molodezhny” in the village of Berezovka, the Vysokogorsky region of
Tatarstan. It is planned to organize three profession-oriented shifts for 18
days in the camp. The first shift is scheduled on June 23. The Mayor estimated
the conditions of children's recreation and examined the living quarters. Damir
Fattakhov, the first deputy head of the Executive Committee, also took part in
the session.
The total
area of the camp’s territory is 7 hectares, which include 3 three-story
residential buildings, a dining room, an infirmary, a club, showers, and sports
grounds. Airat Faizov, the chairman of the Committee for Children and Youth
Affairs, told the Mayor that the camp was put into operation in 1983 and needs
updating. In the current year, the repair of two residential buildings is
completed, the walls and ceilings are painted, and the floors and doors are
repaired. Also, the fence is installed and the dining room is repaired. In
general, more than 1 million rubles was allocated for all works.
Nina
Chetverikova, the camp director, told the Mayor that the capacity of the
“Molodezhny” is 320 children per shift. In total, three profession-oriented
shifts will take place in the camp for 250 children each: “We are for a healthy
lifestyle”, “All the colors of creativity”, and “We are together”. I. Metshin
thanked the leadership of the camp for their work. “You have a perfect
atmosphere here. It can be seen that both the district’s administration and the
Committee for Children and Youth Affairs did a good job”, noted the head of the
city.
A. Faizov
informed the Mayor that the children will live in two buildings since the third
building is in an emergency state. The chairman of the committee noted that
major repairs of the third building, construction of a new two-story dining
room, and reconstruction of sports grounds are planned within the framework of
the republican program of major repairs for 2018.
The Mayor
of Kazan inspected one of the residential buildings. The rooms, electrical
equipment, and bathrooms are in satisfactory condition. However, the inventory
and equipment have been updated only by 60%. The club also requires major
repairs. In addition, the dirt road that leads to the camp “Molodezhny” is in a
poor state.
The head of
the city noted that the living conditions of children are far from ideal,
despite the excellent natural conditions and organization of leisure. “Maybe,
once it was good that the children came to such spartan conditions from the
cozy-house ones. But now this is obsolete”, said I. Metshin and marked that the
summer rest of children should correspond to the level of the capital of
Tatarstan.
The Mayor
said that there are all conditions for improving the health of children but it
is necessary to invest in the restoration of the camp. According to him, it is
necessary to bring the camp infrastructure into good form. “I’m happy that
there are such people who love children and create an atmosphere for
recreation, lend their souls to a task. But we need to invest more money.
Because all this is 50-60 years old, and they still remember us as pioneers. A
lot still needs to be done. I would like to see major repairs here in the
future”, marked the Mayor. He also noted that it is necessary to develop a
special program so that summer camps could properly welcome children.
More than
9.8 thousand Kazan children will be able to visit the municipal camps within
the framework of the summer health campaign. In 2017, the number of permits to
summer camps is 11 thousand. 7 municipal camps are located within the city
limits, 7 – outside of Kazan (in Zelenodolsky, Laishevsky, Vysokogorsky, and
Pestrechinsky regions). The years of construction of the municipal camps range
from 1932 (“Molodaya Gvardiya”) to 1983. The vast majority of camps were built
in the late 50's-early 60's.
