closely with investors to develop the historic center of the city, without
causing damage to cultural heritage and historic buildings. Ilsur Metshin, the

everyone was waiting for, including developers. “A modern city cannot preserve
the historical and cultural heritage without such a document”, said the Mayor.

Prokofieva, the chief architect of the city, reported that new PPZ was adopted
in the Tatarstan's capital. She explained that prior to the adoption of a new
one in November this year, the following documents have acted in the city: the
protection zones project of history and culture monuments of Kazan, approved by
the Council of Ministers of Tatar Autonomous Soviet Socialist Republic in 1988,
and the project of protection zones “Ensemble of the Kazan Kremlin”, approved
by the Ministry of Culture in 2012.
Zones of
protection are established for 357 objects of Kazan cultural heritage in the
new document. It covers the historical center of Kazan, and also covers the Admiralteiskaya
Sloboda and local areas, related to distinct cultural heritage: the
Resurrection Monastery, the Church of Our Lady of Kazan, the Regional
Psychiatric Hospital, the Gate Church of the Kizichesky Monastery, the Nicholas
Church, etc.

in her speech noted that the materials of the project of protection areas of
Kazan cultural heritage objects, developed by the initiative group with the
participation of the Executive Committee back in 2011, entered into the new PPZ
of Kazan. “At that time the project has received a positive opinion of
historical and cultural examination and agreement of the Ministry of Culture of
Russia in the Volga Federal District, but has not been approved”, said the
chief architect of the city. “That is why, having the designed-based materials
for the PPZ, the developers were able to create a new document in a short
