KZN.RU, January 28, Ksenia Shvetsova). During the past year 15079 complaints,
including 5127 from citizens and about 10 thousand applications from
organizations, has been received through the portal "Open Kazan". Today
all the major operating companies of the city, as well as 185 contractors and 5
resources supplying companies, work with the "Open Kazan". Since the
introduction of the "Open Kazan" four years ago, 1 million 173
thousand applications were received from the population, chairman of the
Committee public communal services Iskander Giniyatullin told today to the Mayor
of Kazan Ilsur Metshin in the report on the results of 2015.
The total
number of complaints in 2015 is practically unchanged compared with the
previous year, and the average level of performance is 99.7%. In terms of
implementation of the program of capital repairs of apartment buildings the
structure of appeals is changing gradually. For example, last year the most
applications were received from the public on the problems of power, and the
question of replacement of lamps in the hallways was even made in a separate
line on the portal this year.
In 2015 new
features has appeared in the system. Thus, the tool "Inventory of cable
network" gives the opportunity to see the status of cable and aerial
networks of the city. During the start-up of heat the system generates reports
on the start of the heat on a daily basis, which allow monitoring the
situation. On the basis of this information it is possible to plan repair and
overhaul more accurately. As the I.Giniyatullin told, last year short-term
three-year program of capital repairs planning has been adjusted in favor of
the buildings requiring urgent repair on the basis of "Open Kazan".
The
workshop was attended by the Head of the Executive Committee of Kazan Denis
Kalinkin, First Deputy Head of Administration of the city of Rustam
Nigmatullin, head of the stuff Executive Committee Igor Sivov, head of the
administration of the Kirovsky and Moskovsky districts Damir Fattakhov, head of
the administration of the Sovietsky district Rustem Gafarov, head of the
administration of Aviastroitelny and New Savinovsky districts Timur Alibaev.
"Open
Kazan" is unique system of municipal information support in sphere of
housing and communal services, created on the initiative of the city authorities
in 2011, its main goal is improving of the quality of public services. Among
the advantages of the introduction of "Open Kazan" are automation of
receiving complaints from the public and destination of applications for the
execution for specific performers, transparency, progress on each application in
the management companies, the disclosure of information about their work, the
formation of public ratings. In addition, the system has helped to reduce the
response times of public services to the citizens, to control the execution of
the work at the request of residents in real time for supervisory authorities
in the housing sector. Thanks to the "Open Kazan" an opportunity to
assess the operational efficiency and quality of work of each executor by
supervisory authority in the field of housing and by a resident.
