This was announced today at the enlarged meeting of the board of the Investigative Committee of the Russian Federation in the Republic of Tatarstan by the President of the Republic of Tatarstan Rustam Minnikhanov. The meeting was also attended by the Mayor of Kazan Ilsur Metshin.

"The work of the Investigative Department of the Republic of Tatarstan has made a significant contribution to the protection of the rights and freedoms of citizens, of the state and society, to counter the most serious crimes that infringe on the basis of the state," - Rustam Minnikhanov said in his speech.

He added that last year the Tatarstan investigators have coped with all tasks. As a result, there has been steady improvement in their work on the reports of crimes and investigation, increasing the effectiveness of pre-investigation checks and the proportion of criminal cases. More criminal cases have been directed to the courts, the number of investigated crimes increased, the time of the preliminary investigation reduced, measures to improve the irreversibility of criminal responsibility for the crimes committed are being taken. "In recent years the Investigation Department of the Republic of Tatarstan holds a leading position in the ranking of the territorial offices of the Investigative Committee of the Russian Federation. All this testifies to the high efficiency of your work,"- the President of the Republic of Tatarstan said.

Speaking of problems, Rustam Minnikhanov said that in 2015 for the first time over the past few years, an increase in the number of crimes was recorded in the republic. According to him, this situation calls for increasing the effectiveness and coherence of the law enforcement agencies. "It is important to prevent the growth of crime against the backdrop of severe economic situation. We have taken further steps in this direction, which should be systematically implemented - Rustam Minnikhanov said. - I am convinced that together we will solve this issue and provide a decent level of public safety and order".

The priority is the quality of pre-investigation checks and the investigation of criminal cases, said the President of the Republic of Tatarstan, noting that great attention should be paid to the legality of the excitation and investigation of criminal cases, reduce of the period of investigation, the election of commensurate preventive measures in accordance with the law.

According to Rustam Minnikhanov, crimes against socially vulnerable groups, especially children, cause wide publicity. Such cases are subject of special attention of the republic investigators.

Head of RT stressed that one of the indicators of Investigation Department is investigating of high-profile cases that have social importance and affect the interests of a wide range of people, among them are the case of a fire and loss of lives in a shopping complex "Admiral", fraud in relation to holders of construction firms "Sway" and "FON", as well as on illegal gambling activities.

"One of the priorities of the Investigation Department is investigating of terrorist and extremist crimes - the President of Tatarstan continued. - It is important to give proper legal assessment of the revealed facts, take actions against those who commit crimes of an extremist nature. Any manifestations of extremism and terrorism should be stopped, attracting criminal liability not only to direct perpetrators, but also to those who contribute to the commission of such crimes".

Moreover, Rustam Minnikhanov outlined the relevance of the work related to counteracting the economic, tax and corruption crimes.

Addressing the heads of government, Rustam Minnikhanov instructed to scrutinize all the information about existing violations and shortcomings, to take comprehensive measures to address them, and, if necessary, to consider these issues in cooperation with the investigators, the press service of the President of the Republic of Tatarstan informs.
