The building of the Institute of City Development, established on the
initiative of the Mayor of the capital of the republic of Tatarstan Ilsur Metshin,
opened on Dostoevsky Street after the renovation. The building, which has
preserved the spirit of Soviet-era architecture, is equipped with modern filling.
Talented young people work at the Institute together with experienced
architects and urban planners. There are many young employees of the Institute
who moved to live and work in Kazan from other parts of Russia. Today Ilsur
Metshin inspected the renovated building and congratulated the employees on the
housewarming.
The Institute is located at 35/10 on Dostoevskogo Street built in 1980
by Ivan Galanin, a member of the Union of Architects of the USSR. Previously,
Kazgrazhdanproekt (Kazan Civil Project Institute) was located here. Repair
works in a seven-storey building with an area of more than 5 thousand square
meters were carried out in a year. After the renovation, the building retained
the spirit of Soviet-era architecture, however became modern and comfortable,
First Deputy director of the Institute of City Development, Chief Urban Planner
Tatiana Prokofieva told Ilsur Metshin.
The front of the building kept its original design: the main proportions
and details of the decor were preserved. During the development of the project,
experts found the original drawings of the lobby, on the basis of which this
area was transformed. The layout was preserved and the floors were restored in
the terrazzo mosaic technique.
All offices are equipped with a pass system – entrance by fingerprint,
QR code or Face ID. The director of the Institute of City Development Roman
Povyshev handed Ilsur Metshin a symbolic key to all doors – a keychain with a
QR code, which the Mayor used several times. He looked around the meeting room
and some offices.
Today, 149 people work at the Institute of City Development, 75% of them
are under 35 years old. The head of the city got acquainted with the design
engineer Radik Valiev, who previously worked at Kazgrazhdanproject and was
involved in the renovation of the building.
In the architectural department, the Mayor met with young professionals engaged
in sketch design. Alexander Snigirev from Mendeleevsk works at the Institute as
an architect technician and studies at the Kazan State Architecture Institute.
The Institute of City Development has already implemented a number of
projects. Among them is the development of sketches and project documentation
for the annex of gymnasium No. 18. In addition, specialists have developed
draft designs of facade and interior design for school No. 143, a sports hall at
school No. 49, a sports and recreation camp and a teenage club. The architects
have developed five projects of public spaces in Kazan, including Fisherman’s
Garden, Yunusovskaya Square and the territory of the Tchaikovsky Children's
Music School.
New areas are also being developed here. Architect Pavel Tinyaev has
developed a concept for the development of river service. Alexander Matyukha,
who moved to Kazan from Kaliningrad, specializes in environmental issues, he
has developed recommendations for the green spaces in public spaces.
The Institute of City Development holds many events. The largest of them
was the 2nd Kazanysh All-Russian Architectural and Construction
Forum, which took place in December in the Uram extreme park. For reference,
the Kazan City Development Institute was established in 2021 to develop
strategically important projects aimed at improving the quality and comfort of
the urban environment.
