I. Metshin: “It is necessary to educate the rejection of drugs in children from an early age”

(KZN.RU, October 9, Mikhail Chentsov). 3 million rubles was allocated in the framework of the new five-year municipal program to prevent drug addiction of the population from the budget of Kazan for 2017. Airat Faizov, the chairman of the Committee on Children and Youth Affairs, said this today on the Business Monday.

According to A. Faizov, teachers, employees of the education sphere are the most important element in preventive work. “After family and parents, the school is the main educational society for the child from 7 years to adulthood, and this requires special conditions. Based on the results of the profile contest, the best offices for primary prevention in 2016-2017 academic year operate in the school №89, the gymnasium №52, schools №137 and 171. Methodical and legal assistance is provided to children and their parents, consultations are held”, said the speaker.

Ilsur Metshin supported the chairman of the Committee on Children and Youth Affairs. “I just wanted to once again draw our common attention that prevention and explanatory work should start from an early age, from school. This is a common task. Only our schools, districts’ administrations, the public, and the entire population, the whole world together can resist this evil”, marked the Mayor.

A. Faizov said that prevention is also carried out through sports and creative activities. “The Committee for Physical Culture and Sports and the partners conduct a number of large events, loved by the citizens: “Cross of Nations”, “Ski Track of Russia”, “Orange Ball” and popular athletic marathons, triathlon “IRONSTAR”, “Race of Heroes”, “Become a Man”, and others. More than 30 thousand children are engaged in various sections, and more than 50 creative events and festivals per year are held for the youth with a total coverage of over 80 thousand people”, said the speaker.

Social centers make a big contribution to working with groups at risk. The complex center of social services for children and youth “Doverie” has been operating in Kazan since 1995. More than 30 thousand people asked for help from the beginning of the year. “Today the activity of 8 services in various areas is organized on the basis of the “Doverie”, which became the first in the RT. One of them is the social and rehabilitation center “Rosa Vetrov”, which is working on the rehabilitation of people who stopped using drugs. From March to September, 540 classes with coverage of 610 people were held”, he said. In addition, two phone lines operate on the basis of the “Doverie”, which received complaints on the problem of addictions (8-800-200-0122).

The office of “Yuventa” conducts a unique work for Kazan, on the basis of which preventive work with conditionally convicted minors is organized. “In the work of other departments, it is possible to point out a so-called outreach work. Employees of the center on the streets of Kazan found 340 conditionally troubled minors (54 children of them are from the risk group) for 9 months of 2017”, said A. Faizov. He noted that children receive comprehensive assistance in resolving a difficult situation, providing services for registration/restoration of documents, medical examination, food, and delivery of sanitary and hygienic items in the daycare center.

Since 2012, the republican project “Youth Certificate” has been operating in Kazan. Children who are registered with district minor commissions are invited to the nearest teenage club for free access to any section with the possibility of changing it at any time. And teachers receive additional payment for working with special categories of children.

“At the end of the project, the commission together with psychologists and educators makes a decision to remove children from the register. Usually, 70% of pupils are removed from the register. 399 children took part in the project during the implementation of it. Thus, more than 4000 group events and 3000 individual consultations are annually held. The total number of people served per year is more than 45000 people”, concluded the chairman of the Committee for Children and Youth Affairs.

“According to statistics of the Ministry of Internal Affairs and the Narcological Dispensary, the situation in Kazan is better in comparison with other cities with population over one million people and cities of the RT. The figures are quite good. Nevertheless, I, as the mayor, do not yet have a feeling that we are doing more than we can in this area”, noted I. Metshin. He marked that it is necessary to carry out systematic work not only to fight drug addiction but also with other addictions, and instructed the deputy heads of the Executive Committee to engage in the development of proposals in this area.
