Ilsur Metshin met with the equity holders of the company "Sway" at various construction sites

After several objects of GC "Fon" Mayor visited four unfinished houses of "Sway", where assessed the extent of the backlog personally and met with real estate investors. The workshop was attended by the first deputy head of the Executive Committee on urban policy Azat Nigmatzyanov, Deputy Minister of Construction, Architecture and Housing and Communal Services of Tatarstan Vladimir Kudryashov, Chief Engineer of "Sway" Sergey Gordeev, as well as representatives of RT State Construction and the State Unitary Enterprise "Tatinvestgrazhdanproekt".

On the first site Ilsur Metshin met with the initiative group of shareholders, who are concerned that construction is not underway for several years. Two houses in the quarter №68 at the intersection of Amirkhan avenue and Chistopolskaya street are designed for 320 apartments, all of them are sold. The object, which the company "Sway" began to build in 2007, had to be commissioned in 2012, but the construction work due to the bankruptcy of the developer were stopped. As it turned out, the construction was carried out with numerous violations, because of which houses cannot be put into operation. According to Azat Nigmatzyanov, it is necessary to strengthen construction of the house - the facade elements, the internal counter. As the Mayor of Kazan noted, the elimination of violations will be a top priority to solving the problem of co-investors.

After an appeal of Ilsur Metshin to the President of Tatarstan Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan has instructed to conduct a survey of houses. Experts have made the conclusion that the constructive part of the building does not meet the safety requirements. Once the list of the necessary work will be determined, "Tatinvestgrazhdanproekt" will develop design solutions. "When design solutions will be ready, we will gather together and outline a "roadmap" for the terms of entering the houses. Houses were built with violations, experts of leading Engineering Institute of the Republic say about this. We then pointed to these violations,"- Ilsur Metshin addressed to the equity holders.

According to first deputy general director of State Unitary Enterprise "Tatinvestgrazhdanproekt" Andrey Morozov, experts will try to prepare the project documentation as soon as possible - within a month and a half. After that the estimated cost of all works will be determined, and only then time for completion of construction can be designated. Interest holders asked the Mayor if the fact that the investigating authorities evaluate the legality of the activities of the firm "Sway" and its leader Rashid Aitov is under arrest will not be the obstacle for the continuation of the construction. "First there was the question, whether the houses will be completed and whether residents will receive their apartments. Fortunately our experts gave a positive answer, it is necessary to eliminate the violations, then we can finish building of the houses and enter them. The investigating authorities have not yet completed the check, unregistered assets nominees, including land, were detected. Real estate investors will be aware of the result of this work, "- said the Mayor.

With the second object, which was visited by Ilsur Metshin, exactly the same situation as with the first develops. Residential multi-storey house on 373 apartments at st. Dostoevsky, 57 was built with violations that need to be addressed. Today the house does not meet the safety requirements and cannot be operated. According to Azat Nigmatzyanov, it is necessary to strengthen the construction of the building. Following the development of the project activities and the calculation of the cost, the house will also be included in the "road map".

The last point of detour of Mayor of Kazan has become a finished, but not yet handed over house on 146 apartments, located at the intersection of Bekhterev and Z.Kosmodemyanskaya streets. Thanks to the work of the city headquarters facility will be commissioned in the near future, it is expected that the permission for commissioning will be signed this week. "This is the result of joint work of staff under the direction of Azat Nigmatzyanov, colleagues from the Ministry of Construction and contractors. It is a striking example of the fact that we were able to finish the house, despite the arrest of the head of the company. I want to thank everyone for their work. For the rest of the houses it is necessary to wait for design solutions, together with the Ministry of Construction to develop a "road map" and determine deadlines for the completion of construction and putting into operation of houses. It is clear that it is difficult and not enough money, but the investigating authorities are working to help us – they reveal the assets of the builder", - the head of the city stressed. Ilsur Metshin assured the shareholders that every problem house of "Sway" is under control.

Recall, the company "Sway" is the developer of several dozes of houses, construction of which started in Kazan in the early 2000s. Problems of the developer, which subsequently led to the bankruptcy of the company, started in 2008-2009. To date, the LLC "Sway" and LLC "Mag-Story", which Rashid Aitov controls (since the autumn of 2016 he is under arrest), has 4 houses that remain unfinished in different degree of readiness.
