(Kazan City
KZN.RU, March 10). Today in the Kazan Kremlin the regular meeting of the
Commission for coordination of anti-corruption in the Republic of Tatarstan,
chaired by President of Tatarstan Rustam Minnikhanov, was held. Also the
meeting was attended by State Counsellor Mintimer Shaimiev, Chairman of
Tatarstan State Council Farid Mukhametshin, head of the Office of the President
of RT Asgat Safarov, Mayor of Kazan Ilsur Metshin, heads of the republican
ministries and departments, heads of municipal formations of RT.
Despite the
fact that Tatarstan was among the Russian regions, where the population assessed
the work of the authorities to combat corruption most positively, it is too
early to celebrate the victory, Tatarstan President said. He noted that today
there is growth in the number of violations in legislation on procurement of
goods, works and provision of services identified by prosecutors. A similar
pattern is formed according to the state financial control bodies.
Rustam
Minnikhanov noted that the value of violation
performed over the past 5 years increased by almost half, and the amount of the
violations in the sphere of public procurement - in 16 times.
According
to RT President, these figures do not reflect the real picture.
"Corruption is not limited to criminal infringements – it is a broader
phenomenon, covering all aspects of our lives," - Rustam Minnikhanov said.
He noted
that with regard to corruption citizens do not distinguish purely criminal cases
and unfair execution of functions of imperious bodies. People can tolerate
temporary economic difficulties made by external causes, assured the President
of Tatarstan, but the feeling of injustice leads to loss of confidence in the
government. This, in turn, can trigger the growth of dissent and expression of
the elements of extremism, the press service of the President of the Republic
of Tatarstan reported.
"Our
task is to take all measures for the prevention of corruption, to identify and
eliminate the causes and conditions contributing to its manifestation, as well
as to minimize the effects of existing," - he said to the audience.
Rustam
Minnikhanov reminded that in January of this year a meeting of the
Anti-Corruption Council under the Russian President Vladimir Putin's presidency
was held. During the meeting the President of the Russian Federation set clear
objectives to improve the efficiency of the structures controlling expenditure of
budget. According to Rustam Minnikhanov, among the priority areas of work to
identify the early stages of self-interest entities, managing the budget funds
in good faith, the facts of the use of straw or affiliated organizations, as
well as the exclusion of conflict of interest were marked.
