(KZN.RU, November 12, Ekaterina Andreeva). A modern on-line system of housing and communal services will be introduced in the capital of Tatarstan. The system has been tried and works successfully in Privolzhskiy region of Kazan. How to extend this program product over the city, advantages and conveniences of the new system have been discussed today at the meeting that has been held in the LLC “Financial Settlement Center” office with the participation of Ilsur Metshin. Aleksey Pesoshin, acting Head of the Executive Committee of Kazan, Denis Kalinkin, the Head of Staff of the Executive Committee, Aleksey Frolov, the Chairman of the Housing and Communal Services committee, the Heads of all Kazan regions have taken part in the meeting.
The “Repair your street” on-line system has been shown to all attendants. The presentation has begun from a drawn commercial: running cold water riser and a lashing person as he can not phone the service organization to call a fitter. Then he leaves a writing claim to the executive, and continuous to wait for a decision…
“This year in Kazan a considerable part of available housing are carried out, the large quantity of roofs, entrances are repaired, replacement of lifts is made, court yards are arranged well”, Ilsur Metshin, the Mayor of Kazan has reminded, “unfortunately, there are still questions existed at “Soviet” housing and communal services. A nonsense is that in the XXI-st century it is impossible to phone to the concrete serving organization, to wait for the mechanic, the authorities can't check concrete housing department in a concrete court yard, micro district. Though information technology already allows it”.
The «Repair the street» program gives the chance to any inhabitant instantly, and directly, to contact the executor for elimination of the existing or emerged problem. It is possible to send the notice on problem situations to any point of the city by means of Internet. And those who are not in a condition to use this resource because of the age and the circumstances can leave demands on the corporate phone number. The serving organizations instantly receive a signal from inhabitants of the area. Thus timely and qualitative execution of works influences a public rating of the serving organization.
So how does it work? An applicant forms a claim on the site where describes the problem and the address at which it has originated. If it is necessary the applicant makes pictures. The claim comes to the attention of the performers immediately. After removing the applicant receives a special notification. The whole picture of what is happening is available to municipal authorities and the mass media.
Today about 60 service organizations work in Kazan. Ilsur Metshin said that the most important is that the system of companies’ management and service will be clear and transparent. "In addition there will be a possibility of a tripartite control: first is by the people, the second is by the authorities of the city and the region, and those who order these services namely the management companies", the Mayor concluded.
The city authorities will have also a possibility to see difficult sections on so-called “map of problems» in a mode of real time, and as on separate area of Kazan, on a zone of responsibility of the concrete serving organization, and on the city as a whole. Here it is possible to reveal problem zones, to trace arriving complaints, to analyze activity and efficiency of the organizations and to check troubles.
“I have set the task that we could have already worked in this system in the near future. I am assured it will seriously improve quality of service in the housing and communal services system of the capital. There is all for it”, Ilsur Metshin noted, “it does not show Kazan in fine fashion that we as in the eighties of the last century can not phone to the housing and utilities administration to call the mechanic. The population pays regularly and fully utilities and has the right to demand adequate qualitative and timely service”.
It is necessary to notice that the «Repair the street» project represents one of modules of the "Region" uniform information system which is in a final stage of working out. "Region" is a complex automated control system of housing and communal services. The program complex is a tool for the heads of municipal services, management companies and the enterprises of housing and communal services that allows to storage, processing and an online data control and expands availability of services in sphere of housing and communal services for the population.
The “Electronic apartment” has been also presented to the Mayor. It is intended for the population and comprises all information on a housing condition, payments for housing-and-municipal services and the maintaining organizations. “The electronic apartment» is a part of the "Region" automated system.
It is possible to see history of the payments, to pay housing and communal services, to receive the actual information on the house, to make an appointment to the head of a management company, to enter indications of devices of the account, to learn what organizations render services in the house on the personal account number.
Access to the “Electronic apartment” system will be available for the population through the terminals of self-service and through the Internet.
As developers of the "Region" mark, the new system is perfectly integrated into existing networks. On its base it is possible to create new modules including not connected with housing and communal services. Access to the system will be organized on www.kzn.ru the official portal of the Mayor’s Office of Kazan.
