February 27, Mikhail Chentsov). Ferdinand Timurhanov, the head of the Office of
Civil Protection, reported on the areas at risk of flooding during the spring
flood at today's Business Monday.
The speaker
noted that each district of Kazan has its problem areas. Inability to discharge
the water in a natural way, clogging of storm sewer, overgrown riverbeds,
lowland location of streets and other objects and characteristic are among the
reasons that may contribute to flooding.
According
to F. Timurhanov, the territory through the streets Zaprogonnaya, 2nd
Staro-Arakchinskaya and the Novgorodsky Lane near the residential complex
“Volzhskaya Gavan”, and also flushing meltwater on the Noks River in the
residential area Salmachi are of particular concern.
“The dam
across the Noks still has no-one responsible for its condition. Given the
events of the past year, the district administration must notify residents,
whose houses are in the immediate vicinity of the river, of the danger of
flooding and organize the monitoring of the river level in flood period for
immediate action to alert residents when the water level rises”, said F.
Timurhanov. The hotline on issues, related to the flood, was opened in the
Office Department of Civil Protection - (843) 264-29-00.
I. Metshin
instructed the heads of Kazan districts jointly with the Office of Civil
Protection to take the situation on the special control in all areas, outlined
in the report. “It is clear that there are areas that we cannot work due to the
terrain and other circumstances, but it is not more than 10% of the sites. We
need to work on all the others”, said the Mayor.
The Head of
Kazan also said that the biggest difficulty lies in the fact that the city
budget does not have enough funds for the repair of hydrotechnical structures.
“Hydrotechnical structures in the largest cities are federal property, as they
are included in the water bodies of the country. So let us make every effort,
ask to connect our colleagues from the national government and continue this
work, because it is very hard to keep the hydrotechnical structures, which were
built by the federal budget in the Soviet times, in good condition at the
expense of city money. This work is time-consuming, but it must be done”,
concluded I. Metshin.
