The work results of the Ministry of Construction, Architecture and Housing and Communal Services of Tatarstan and tasks for 2017 were discussed today at a meeting of department colleagues, which was conducted by Rustam Minnikhanov, the President of Tatarstan. Konstantin Tsitsin, the head of the Fund for Housing Reform, Hamit Mavliyarov, the deputy Minister of Construction and Housing in Russia, Ilsur Metshin, the Mayor of Kazan, as well as representatives of the construction industry of the republic took part in the event, held in the STRC “Korston”.

“You are our partners and together we implement many projects”, said Rustam Minnikhanov, addressing the representatives of federal agencies, and thanked them for their attention to the region.

Rustam Minnikhanov shared his impressions of the visit to the Kazan Construction College this morning. He expressed the opinion that the prestige of working professions, including builder profession, began to grow today, and it is necessary to fully support this trend. Rustam Minnikhanov said that the decision to repair the Kazan Construction College dorm accepted. “We have agreed to renovate the hostel there”, he said. “We will allocate funds from the national budget, 50% of the amount. Repair! It is important to support such projects”.

The development of the building complex of the republic, housing and communal services - these questions are a priority for us, emphasized Rustam Minnikhanov. He reminded that the dynamics of the construction industry is discussed at weekly meetings at the House of the RT Government. “We tend to sum up the interim results, sometimes criticize you”, said Rustam Minnikhanov, addressing the representatives of the construction industry. “But in general, I believe that a serious team of professionals is working in the republic that can implement any task”.

Tatarstan President also reminded how big volumes in the overhaul program of apartment buildings, implemented in the republic. According to him, the desire to obtain funding for the overhaul program from the Federal Fund for Housing Reform “taught us the order”. “We learned how to raise funds for the repair and wisely spend them, the principles of transparency were laid, and it increased responsibility. About 5 billion is spent on these goals every year”, said Rustam Minnikhanov. “More than 3 million people in the republic have already seen the results of this program”.

In addition, the huge volume of construction was laid by the program of resettlement of citizens from emergency housing.

The President noted that other programs implemented in the republic today. This is overhaul of schools, repair of kindergartens and construction of new kindergartens, renovation of a number of social facilities, and many others.

Rustam Minnikhanov gave some numbers. Thus, 715 schools and 63 kindergartens have been repaired in the republic for the duration of the program. Emphasis will be placed on the repair of kindergartens in 2017.

Also, 31 thousand of places in kindergartens were established in the republic: more than 170 kindergartens have been built in recent years, playgrounds are built as well.

Speaking about the overhaul of health care facilities, Rustam Minnikhanov noted that primary care is covered first. “The problem in hospitals, especially in large cities, remains a serious, a lot of work is ahead of us here”, he said.

Rustam Minnikhanov elaborated on the creation and development of public spaces in the republic. “I believe that the program “Parks and squares”, and the program in the framework of the Year of the water protection zones both had an effect”, he said. “These programs are very popular, and even though in amounts we may not have done so much yet, but people already have a place to go for a walk, relax, where to spend time”. Rustam Minnikhanov expressed confidence that these programs for the regions-donors will be provided for the participation by the federal budget.

Several new socially important areas also launched in Tatarstan, said Rustam Minnikhanov. This is a program of infrastructure dacha development (water, electricity, access roads), the program of utilities reform. So, the project to create in individual heating units each house that will replace centralized heating units will be implemented this year in Kazan.

The President also reminded that the region holds the bar for housing construction in the amount of 2.4 million square meters for 6 consecutive years of. “This is very important and in great demand by citizens”, he said. “People expect housing from us, particularly on the social mortgage”.

Rustam Minnikhanov called the problem of defrauded investors the big problem for the republic. “We will not run from this problem, in any case”, he said. “We will solve it, step by step, especially in Kazan and Naberezhnye Chelny”. The President noted that this question can be closed as early as during 2017 in Naberezhnye Chelny, but the volume of unfinished construction of housing equity in Kazan is much more. “The main is to work qualitatively”, said Rustam Minnikhanov, referring to the builders. “Today, social networks show us our weaknesses. The task is to provide a decent quality in construction”.

Summing up, Rustam Minnikhanov said that the whole year has been worked out well, and today there are big tasks in terms of the efficiency of housing and communal services, where it is important to use new, energy-saving technologies. “All our projects in the construction must be reasonable, it is necessary to re-use projects”, he said. “It is important to build a high qualitatively and soundly! Since the state today is a major investor, which gives work to builders. And this work must be carried out high qualitatively and in a timely manner”.

Rustam Minnikhanov also presented state awards of the RT to the most distinguished representatives of the construction industry, reports the press-service of the President of the RT.
