January 18). The Ministry of Internal Affairs of the RT occupies a special
place in the law enforcement system due to the complexity and scales of tasks
the department facing. The development level of the economy and social sphere,
the investment attractiveness of Tatarstan and many other factors depend on the
effectiveness of the work. Rustam Minnikhanov, the President of the RT,
announced this at the final meeting of the collegium of the Ministry of
Internal Affairs of the RT on the results of 2017 today.
Farid
Mukhametshin, the chairman of the State Council of the RT, Asgat Safarov, the
head of the Presidental Administration of the RT, Ilsur Metshin, the Mayor of
Kazan, Artem Khokhorin, the head of the Ministry of Internal Affairs of the RT,
Rustam Nigmatullin, the first deputy prime minister of the RT, and others took
part in the event.

Minnikhanov noted that the meeting is taking place during a difficult
geopolitical situation. 2017 was not easy for the Russian Federation and for
Tatarstan. Despite this, positive dynamics is observed in the main
socio-economic indicators of the republic.
“These
results are achieved with a stable operational environment, largely due to the
high professionalism, diligence, dedication of internal affairs employees and
interaction with other security agencies”, marked Rustam Minnikhanov. “In
general, the ministry coped with the tasks. The crime rate in the republic is
lower than the average for Russia and the Volga Federal District”.
The
President added that there are positive dynamics on the reduction of crime. The
number of murders, deliberate infliction of severe health harm, and robbery has
decreased. A number of resonant crimes are revealed, including the murder of a
young woman committed in Nizhnekamsk in January this year. The operational
situation in public places has improved. There are significant successes in the
disclosure of economic and tax crimes, in the fight against organized criminal
groups, in countering illicit drug trafficking.
Rustam
Minnikhanov especially noted the work of the department during the Voting Day
and the Confederations Cup-2017. He expressed gratitude to the personnel of the
Ministry of Internal Affairs, which provided security at these events.
At the same
time, a significant part of the crimes remains undisclosed. The department's
existing potential is not fully utilized, including in such areas as the
anti-corruption, protection of citizens, their property and business from
criminal encroachments.
A number of
important events will take place in 2018, in particular, the presidential
elections in Russia and the World Cup. “Elections will be held during a complex
socio-economic and socio-political situation. Your task is to demand compliance
professionally, competently, correctly and confidently by law with all
categories of citizens, without violating their constitutional rights. I have
no doubt that you will fulfill this task. It is important for us to ensure a
stable situation in the country and the security of the events”, Rustam
Minnikhanov addressed the meeting participants.
The
President of the RT called the counteraction to extremism, incitement to
national and racial intolerance one of the most important and actual directions
of the department’s activity. He urged the Ministry of Internal Affairs of the
RT together with colleagues from law enforcement and security agencies to
implement more effective methods of work, to suppress any extremist
manifestations (propaganda of violence, xenophobia, nationalism). According to
Rustam Minnikhanov, it is necessary to counteract attempts to involve young
people in this destructive activity, to step up work on persons associated with
international terrorist organizations, reports the press service of the
President of the RT.
“I ask you
to act strictly and uncompromisingly stopping the sprouts of interethnic
discord and signs of interreligious hostility in time”, said the President.
He reminded
that the ministry has some success in this area. The crimes committed by
neo-Nazis in February 2017 are solved: the murder of a student from the
Republic of Chad, attacks against citizens of Kyrgyzstan, Afghanistan, and
India, committed on the basis of ethnic hatred. But there are also unsolved
ones. There are bashings of Tatar cemeteries in Kazan and Zelenodolsk municipal
district.
According
to the President of the RT, the fight against terrorism and extremism requires
new approaches. The Internet and social networks are used more often, through
which citizens are involved in holding protests and rallies. There are attempts
to use the so-called “color technologies”: from organizing illegal street
actions to open propaganda of hatred in social networks.
“Their
goals are obvious: to provoke civil conflicts, strike on the constitutional
foundations of the state and ultimately on the sovereignty of the country. It
is extremely important to react instantly to all signals about the upcoming
extremist actions, to carry out preventive work, especially with the youth. We
need to carry out information confrontation between extremist and radical
organizations in social networks more actively”, concluded Rustam Minnikhanov.
