January 16, Alsu Safina). Today Ilsur Metshin, the Mayor of Kazan, visited the
city polyclinic №3. The head building of the medical institution, located along
Rybatskaya Street, №2 in Mirny, was overhauled in 2017 according to the
republican program. The Mayor inspected the renovated offices and talked with
doctors and patients.
The clinic
is located in a building of 2.8 thousand square meters, built in 2002. Window
and doors were replaced, the roof, communications, the floors, power supply and
ventilation systems were renovated, the interior decoration of the premises was
carried out during the overhaul. At the same time, a number of premises were
brought to the normative state in the course of the works. Outside, the
building was insulated and faced with ceramic granite.
Irik
Bilalov, the head doctor of polyclinic №3, told the Mayor that the polyclinic's
capacity is 280 visits per shift. In addition to the main building, the
polyclinic has branches, as well as the office of a general practitioner in
Petrovsky settlement, which serves more than 1.1 thousand people. Major repairs
were also carried out at these sites.
Another
office of a general practitioner for 2 plots is located at Pozharnaya Street,
№28 in Boriskovo settlement. According to the head doctor, it is planned to
build a new building.
The
polyclinic serves residents of the Privolzhsky district of Kazan and part of
the Laishevsky district of the republic. In total, about 30 thousand people,
including about 9 thousand people on Rybatskaya Street, №2.
According
to the decree of the Cabinet of Ministers of the RT, the city polyclinic №3
joins the Clinic of the Medical University of Kazan. As Irik Bilalov explained
that thanks to the reorganization, it will be possible to send patients to the
capitally renovated city hospital №5 on S. Kamala Street where conditions for
diagnostic studies are created.
During the
examination of the polyclinic, the Mayor was shown terminals for appointments
and a pressure measuring device located in the lobby, a registry and a
wardrobe, and he told how logistics was organized. The Mayor of Kazan examined
the file cabinet and the office of a therapist.
The Mayor
talked with patients who noted positive changes that occurred in the polyclinic
after an overhaul. According to them, the building has become more spacious and
lighter. They also noted the friendly staff.
The updated
polyclinic actively implements the republican standards of the “Friendly
Polyclinic”, designed to improve the quality of service to the population and
the availability of medical assistance to the residents. For example, there are
nursing posts on the 2nd and 3rd floors where patients can consult on certain
issues that don’t require a doctor's visit.
Ilsur
Metshin asked the head doctor about narrow specialists. According to Irik
Bilalov, all necessary specialists work in a medical institution: neurologist,
cardiologist, surgeon, oncologist, oculist, ENT, pulmonologist, urologist,
traumatologist.
In 2015, 3
specialist doctors (surgeon, endocrinologist, and neurologist) were invited in
the polyclinic due to the grant support program for improving living
conditions. Neurologist Alsu Subaeva moved to Kazan from the Ulyanovsk region.
Under the program, which provides the allocation of a grant of 500 thousand rubles,
the young specialist received an apartment on a social mortgage in the
residential complex “Salavat Cupere”.
In 2017, 3
more district therapists were selected for a grant. The head doctor pointed out
that only 5 district therapists were recruited in the polyclinic last year so
that the issue of the availability of primary care physicians is closed.
This year,
21 facilities will be overhauled in Kazan under the program of modernization
and strengthening of the primary health care of the RT.
Ildar Fatikhov,
deputy minister of Health of the RT, Ilnur Khalfiev, the head of the Health
Department of the Ministry of Health of the RT for Kazan, Ilnur Sharafutdinov,
the head doctor of the Clinic of the Medical University, took part in the
examination of the overhauled polyclinic.
