R. Minnikhanov and I. Metshin examined objects of cultural heritage in the historical center of Kazan

(KZN.RU, April 4). Rustam Minnikhanov, the President of the RT, today inspected a number of cultural heritage sites in the historical center of Kazan. Ilsur Metshin, the Mayor of Kazan, accompanied him.

The first object was an object of cultural heritage of republican significance on Bolshaya Krasnaya Street: “The Residential House of 1840”. This two-story mansion was recreated by the order of the investor OOO “Polar Bear”. The historical and archival research, carried out during the preparation of the reconstruction project, helped to reveal unpublished archival materials and to restore the building in accuracy and a scale. Rustam Minnikhanov inspected the building, got acquainted with the stages of the restoration work, and inspected the internal premises with the enfilade layout. Olesya Baltusova, an assistant to the President of the RT, and Farida Zabirova, the scientific director of the restoration project, gave explanations during the inspection.

In 1840, the main house and territory, which included an outbuilding and a complex of yard buildings, were formed according to the project of the famous architect Foma Petondi. The house on Bolshaya Krasnaya Street was lost in 2005 after resettlement. The design and reconstruction of the lost object went in 2013-2016.

The President was also told that the wings and houses with ordinal numbers 8, 6 and 4 stood next to the mansion on Bolshaya Krasnaya, 10. All of them are lost, but there are full archival materials: a master plan with lost houses, photographs, and building designs. There is an offer from investors to restore the building. The appearance of Bolshaya Krasnaya Street becomes especially important due to its proximity to the Kazan Bogoroditsky Cathedral.

The next was a complex of facilities within the borders of streets Rahmatullin - Kavi Najmi - Profsoyuznaya - Musa Jalil. Following buildings are located in the territory of this historic quarter: the object of federal significance - the house in which Nikolai Bauman was born in 1873 and lived, the object of republican significance – “Piskunov's House, 1841”, an object of cultural heritage of federal (all-Russian) significance “Building of the Noble Assembly Hotel”, XVIII century, other historical buildings. Today, all buildings in an emergency condition, they have no walls, roofs, ceilings, etc. The urgent emergency response is required. The survey revealed that some of the foundation structures have critical defects and damages, and work to strengthen the foundations is necessary.

Rustam Minnikhanov noted that he was inspecting these facilities for the fourth time. Decisions about what to do with the objects have not yet been found, and the complex of the National Library of the RT was not possible to place there.

Nevertheless, it is necessary to find a solution. Otherwise, the buildings will be completely destroyed. According to him, the restoration work requires serious financial resources, and none of the investors has yet taken up these facilities, despite the fact that proposals and even projects from investors came and were considered (in particular, the project from the company “Ak Bars Development” in 2012). It is necessary to preserve the complex of this historic quarter, which is of value to Kazan and its history and architecture, said Rustam Minnikhanov. He instructed the company “Ak Bars Development” together with the Ministry of Culture of the RT to work out a variant with the adaptation of this quarter to residential buildings and office premises, taking into account the preservation of cultural heritage sites and the possibility of their reconstruction.

The third object of today's inspection was the construction site for the administrative building on the street Volkov, 71. The general contractor of the facility is ZAO “Zheldoripoteka”. It is planned to build a 5-storey building, the project provides for the construction of an underground parking. The project was considered earlier, there were questions about the “red line” and the front part of the building.

Rustam Minnikhanov got acquainted with the project on the spot and also asked the developer about the availability of funds to finance the project. In general, the project received approval, reports the press service of the President of the RT.
