The projects of construction and reconstruction in the historic part of the city have been reviewed in Kazan

(KZN.RU, February 7). 8 projects of construction and reconstruction facilities in the historical part of Kazan have been reviewed today at an interdepartmental commission on urban planning in historic settlements. The meeting was held by Rustam Minnikhanov, the President of the RT. Zhanna Belitskaya, the main artist of Kazan, presented the projects.

Asgat Safarov, the head of the Presidential Administration of the RT, Ilsur Metshin, the Mayor of Kazan, Irada Ayupova, the minister of Culture of the RT, Olesya Baltusova, an assistant to the President of the RT, and others attended the meeting.

The first at the consideration was the project of a multifunctional complex 5-6 floors high with an underground parking lot on Pravo-Bulachnaya Street, №51. The object complies with the standards by the height parameters. Members of the commission noted that the project had passed all stages of coordination, including the town-planning council, and it was approved.

The second one was the annex to the already existing production building in M. Gafuri Street. The object is located in the industrial zone, the facade goes to the railway tracks. The object has been approved by the commission.

The third one was an object on Kayum Nasyri Street, №31 with an underground parking lot. This is a residential building inside the historic quarter at the Apanaevskaya mosque. The color scheme of the object is also worked out in conjunction with existing buildings. Olesya Baltusova, an assistant to the President of the RT, marked that the object located in the depth of Kayum Nasyri Street looks positively in the surrounding buildings precisely because of the competent design of architectural and color solutions. The draft also received the approval of the commission members.

The next was a project of a 5-storey residential building with underground parking lot on Bolshaya Krasnaya Street. The facades will be made using granite, sandstone, the object corresponds in height and other parameters. The neutral color of the facades allows not to attract attention and not to contrast with the already existing objects of historical heritage. The project has been approved.

The project of an individual residential building on Yashlyar Street, №57 received the approval of the commission as well. It was finalized together with the experts of the commission. This one-storey object will be made in the style of traditional wooden architecture.

Another project was a 4-storey residential building along streets Telman – Kasatkin with an underground parking lot. It caused a discussion because of its flat roof. It was noted that the remaining objects in this neighborhood have pitched roofs. Rustam Minnikhanov suggested that the designers consider changes if this object.

The project of a one-apartment residential building on Shchepkin Street, №16, is submitted to the meeting of the commission again. This is a two-story residential house with a pitched roof. Two variants of the facade solution were presented: one in the light color and one made of red brick. The object has been approved by the commission.

The next object is an extension of the “G” block near the historical object “Shamovskaya Hospital” at Kalinin Street, №5/24. The building has six floors, including an underground parking lot, connected to the main building by a pedestrian crossing. Members of the commission were presented two color solutions, including using a one-color scale. It was proposed to modify the color solutions to make a contrast between the cultural heritage object and the modern building. Rustam Minnikhanov instructed Ilsur Metshin, the Mayor of Kazan, to discuss this project at a meeting with an investor once again and finally decide on the color scheme of the object’s facade.

Further, the members of the commission were presented with the concept of creating a family and children's park near the slope of the NCC “Kazan”. The park will be a continuation of the Kazanka embankment with their parade, shopping and entertainment functions. According to the draft design, different varieties of trees will be planted in the family park. Rustam Minnikhanov also noted that the project is important for the city by creating walking and rest zones for citizens and tourists.

The President of the RT instructed to discuss the concept of creating a family park near the slope of the NCC “Kazan” with the designers and representatives of the investor company AO “TAIF”.

In addition, the concept of the development of the historical settlement of Kazan, including the boundaries of the city design, was discussed at the meeting of the interdepartmental commission today.

Oleg Maklakov, the head of the project team on the sustainable development of the territory of the historical settlement of Kazan, Kazan architect, reported on the work in terms of developing the basic strategy and asked questions the commission members and the presidency, reports the press service of the President of the RT.

In particular, it is proposed to discuss the issue of the removal of freight railways and the cargo port from the city center, as well as the use of the vacated areas. “The sites that are currently occupied by these production sites have a serious investment attractiveness”, Rustam Minnikhanov supported the speaker. “The question needs to be addressed, we are discussing it for a long time. A joint meeting with experts, including representatives of Russian Railways, is necessary. In general, very important work has begun on the concept of sustainable development of the historical settlement of Kazan”.
