Ilsur Metshin: “The contractors must eliminate all the shortcomings themselves!”

Today Ilsur Metshin, the Mayor of Kazan, examined two preschool institutions built in the capital of Tatarstan less than five years ago, but during the operation of which problems have already arisen. The head of the city talked to the contractors who built the buildings of the kindergarten №81 in the Kirovsky district and the kindergarten №123 in the Aviastroitelny area. He demanded that the defects made during construction be corrected as soon as possible under warranty.

The kindergarten №81, built in October 2014, is one of the most sought-after kindergarten residents of the Kirovsky district today. According to Liliya Galieva, the head of the kindergarten, parents are attracted by the multilingual profile of the institution. Now it is visited by 180 pupils who learn to speak competently at once in three languages: Russian, Tatar and English. “After our kindergarten, children can easily enter the school with an in-depth English,” said L. Galieva. She added that if the kindergarten started successfully in pedagogical part, there are a few comments to the state of the building itself today. “Over time, questions arose: the visor over the entrance was installed incorrectly, the floors on the verandas were deserted”, explained L. Galieva. “But the main problem is the flooding of the basement. Water accumulates in it from April to July”.

Many issues are resolved in the framework of maintenance. For example, workers shift tiles, adjust plaster, and so on. However, today representatives of the contracting organization promised to begin larger-scale work and to correct the mistakes made during construction in the near future. All faults on the condition of buildings contractors must eliminate at their own expense during the warranty period, which is 5 years from the date of commissioning of the object.

Representatives of the subcontractor organization that built the kindergarten of the combined type №123 in the Aviastroitelny district promised to correct all the shortcomings in the work for 2.5-3 weeks. The kindergarten was opened in March 2016. Today 273 pupils are enrolled in it. According to Elena Ubankina, the head of the kindergarten, issues with the condition of the building have appeared recently. “Our roof leaks in some places, and covering falls. Today, our ceilings are being updated completely”, said Elena Ubankina. “There are problems with the storm sewer, the basement gets flooded, and ventilation does not work correctly. The work is already underway, we are promised it will be fixed”.

“Let's agree: all the shortcomings that have arisen because of your fault must be eliminated within two weeks. We will come and check”, I. Metshin addressed the contractors. “And in general, all comments that arise should be promptly eliminated.”

Denis Kalinkin, the head of the Executive Committee, Azat Nigmatzyanov, the first deputy head of the Executive Committee, representatives of contracting organizations, Ilnar Khidiyatov, the head of the Department of Education, Marat Samigulin, the head of the Department of Capital Construction and Reconstruction, the representatives of the state unitary enterprise “Tatinvestgrazhdanproekt”, Timur Alibaev, the head of the Aviastroitelny and Novo-Savinovsky districts’ administration, Nail Minvaleev, the first deputy head of the Kirovsky and Moskovsky districts’ administration, and others attended the inspection.
