A. Frolov: “New standards have been approved based on the technical characteristics of residential houses”
(KZN.RU, August 17, Anton Nozdrin). The payment for hot water supply in Kazan will be charged differentially. The maximum index level of citizens’ payment for housing and communal services from July 1 to December 31, 2017, will be 6.6%. The corresponding draft decree of the President of the RT was approved at the extraordinary XIX session of the Kazan City Duma. The meeting was held at the Executive Committee under the conduction of Ilsur Metshin, the Mayor of Kazan.
Alexey Frolov, the first deputy minister of Construction, Architecture and Housing and Communal Services of the RT, said that the ministry developed an order for calculation of standards. According to him, the standards are calculated differentially by the principle of justice. “The current tariff is unified for all categories of houses, and new standards are approved, based on the technical characteristics of residential houses. These are houses with centralized hot water supply, with individual heating units, with and without towel warmers, and insulated and uninsulated pipelines”, said the speaker. So, according to the introduced norms, the greatest deviation is 4%. These are houses with centralized hot water supply, towel warmers, and uninsulated risers. The value of the norm in other cases will be less than the current one.
“There will not be changes in payment for the population taking into account the implementation of programs in Kazan for the transfer of residential houses from central to individual heat units, the payment will be reduced to a greater extent”, said A. Frolov.
Emil Khusnutdinov, the chairman of the permanent commission of the Kazan City Council for Urban Development and Housing and Communal Services, noted that the adoption of this decision will be right. “Charging for hot water will be carried out in a differentiated manner, which will lead to a reduction in the financial costs of public services for most citizens”, said E. Khusnutdinov.
The decision on the approving the draft decree of the President of the RT “On the maximum indexes of changes in the amount of utility payments of citizens in the municipal formations of the RT for 2017” was adopted by the deputies unanimously.
