Kazan mayor takes oath

(KZN.RU, October 27, Ekaterina Andreeva). Ilsur Metshin took office as the Head of the Municipality of Kazan means the Mayor of the city.

Today is hosting the first session of deputies of the Kazan City Duma of the second convocation has been held in Kazan City Hall. Session is being held with the participation of Rustam Minnikhanov, the President of Tatarstan. Ilsur Metshin, the Mayor of Kazan leads the current session.

The agenda includes 19 issues. 49 deputies present out of the 50. There is the quorum for holding meetings and taking decisions. Looking back that the first time in the history the Kazan City Council operates under a multiparty system. There are the members of the Edinaya Rossiya party (42 mandates), the Communists Party (3 mandates), the Liberal Democratic Party (3 mandates) and the Spravedlivaya Rossiya Party (2 mandate) among the deputies. First of all the deputies have considered the issue "On the Head of the Municipality."

Rustam Minnikhanov, the President of Tatarstan congratulated all people on deputies’ election and expressed hope for fruitful work of the new deputy corps. "Everything that happens in Kazan concerns all citizens of the republic”, the head of Tatarstan stressed, “in recent years the city's image has changed in a positive way. Kazan has become recognizable. This is a great merit to team. And it is very importantly which team will be working on further".

"The current team is working creatively. The Universiade objects are being constructed transportation system is being developed, reforms of education and health are carried”, R. Minnikhanov said, “these processes should be continued. All the issues can be solved when there is a unified command. I have no doubt that the initiated process will be completed successfully".

"The President and the Government of the Republic support the candidacy of Ilsur Metshin, the Mayor of the city", the Head of Tatarstan summed up.

Ilsur Metshin in his turn noted that "the achievements are a great merit of the two presidents - Mintimer Shaimiev and Rustam Minnikhanov.

Twocandidatespretended to the position of the Head of the city. The absolute majority of the deputies of Kazan City Duma: the Edinaya Rossiya, the Liberal Democratic, and the Spravedlivaya Rossiya factions put forward a single candidate that is Ilsur Metshin. Both candidates presented their programs of the further development of the capital of Tatarstan.

Each member received one ballot. Blank forms approved by the Counting Committee of Kazan State Duma. 49 copies of ballots were printed in amount of present deputies. Within 20 minutes the deputies had a chance to go to the voting booth and to vote. At the opening of ballot box there were 49 votes. 46 deputies voted for Ilsur Metshin, 3 deputies voted forIlgizarValeev.

Under the Article 33 of the Municipal Charter of Kazan and under the secret ballot results Kazan City Duma decided to elect Ilsur Raisovich Metshin, the deputy, to the Mayor of Kazan. Kazan City Duma also entrusted the Head of Municipality to take office of the Chairman of Kazan City Duma.

Ilsur Metshin took oath in two official languages; he was awarded with the official badge of the Head of the city. Thus Ilsur Metshin joined the position of the Head of the Municipality of Kazan, the Mayor of the city.
