The meeting of the commission on urban planning in the historic part of the city was held in Kazan

(KZN.RU, October 12). Rustam Minnikhanov, the President of the RT, held a regular meeting of the interdepartmental commission on urban planning in the historical part of Kazan. Asgat Safarov, the head of the Presidential Administration of the RT, Ilsur Metshin, the Mayor of Kazan, heads of republican ministries and departments, and others took part in the event.

Tatiana Prokofieva, the chief architect of Kazan, presented a number of new construction and reconstruction projects in the central part of the city.

The first object was the “Consumer service establishment” 3-4-storey building on Tukay Street. This project was approved by all members of the interdepartmental commission. It was decided to study the project of an 8-storey residential building in Kalinina Street in detail with the exit for studying the linkage to the terrain. The same decision was made in the next draft. This is a residential 4-storey house on Hadi Atlasi Street. The building with a gable roof and the wooden elements also caused a discussion in connection with the preserved historical appearance of the street.

Two objects of individual housing construction are recommended for finishing of the facades. Projects of individual houses on Karelskaya Street (Admiralteiskaya Sloboda) and Voennaya Street were considered. Rustam Minnikhanov reminded that the regulations on preserving the historical scale and style of new construction are valid for the historical part of the city.

It was suggested to consider other options for solving facades for the project of a 6-storey building on Nur Bayan Street (between Tatarstan and Tukay streets). Tatiana Prokofieva noted that the building will be located in the depth of the micro-district. Despite this, the President of the RT proposed to work out a new project, as well as to inspect the construction site with a visit.

The project of a residential complex of 3-18-floors on Engels Street was not approved. The facility will be located in an industrial area near Gladilov Street. According to Rustam Minnikhanov, the Kirovsky district of Kazan and its architectural features are still underestimated. So it is important to provide initially the right construction and use of projects that fit into the existing appearance of the district. It was decided to return to this project again and consider it additionally.

The next project was a 4-story building on Hadi Taktash andSalimzhanov streets. The object was presented in two versions. It received the approval of the members of the commission in the first version with the recommendation of Nikolai Novikov, the architect and member of the commission, to work out pedestrian paths and public spaces near the facility.

Further, the concept of building a block on Yakhin-Chernyshevsky-Iskhaki-Moskovskaya streets was approved. It is proposed to arrange a shopping center with apartments on the upper floors and a residential complex with an atriums system. The project provides the building, not exceeding existing buildings in height, restoration of a monument of the XVIII century, and organization of inter-quarter pedestrian paths.

The following two objects were also approved: the first stage of construction of the complex's buildings on Tukay Street, №97, and the school on Gorky Street, №16.

A new solution was presented for the facility on Shosseynaya Street (the media complex of “TNV”). The project was finalized by the specialists of the “Tatinvestgrazhdanproekt” taking into account the previous comments and suggestions. At the suggestion of Rustam Minnikhanov, this option was adopted as a basis.

The project of the administrative complex of еру Investigation Cell №2 on Bolshaya Street was postponed (the customer is the Office of the Federal Penitentiary Service of the RF for the RT). Rustam Minnikhanov suggested considering the possibility of providing another site for the construction of this facility.

The last one was the project of a residential 3-storey building on the Moskovskaya Street in Elabuga. The main architect of Elabuga told about the project. This object was approved by the members of the commission, reports the portal of the Government of the RT.
